No Office, No Line, No Middlemen: Punjab CM Bhagwant Mann’s ‘Tuhade Dwar’ Reboots Governance for 437 Services

Punjab's 'Bhagwant Mann Sarkar Tuhade Dwar' scheme now delivers 437 government services directly to citizens' homes. What began with just 43 services in 2023 has grown into one of India's largest doorstep governance models, already benefiting over 1.85 lakh people.

CM Bhagwant Mann: Punjab has quietly built one of the country’s most ambitious doorstep governance systems. Under the ‘Bhagwant Mann Sarkar Tuhade Dwar’ (Government At Your Doorstep) scheme, citizens across the state can now access 437 government services without ever stepping into a government office, standing in a queue, or relying on a middleman to get their work done.

How The Scheme Began

The initiative was launched on December 10, 2023, in Ludhiana by Chief Minister Bhagwant Mann alongside then Delhi Chief Minister Arvind Kejriwal. At launch, it covered just 43 essential services, including birth, death, marriage, income, residence, and caste certificates, along with pension applications, electricity bill payments, and land demarcation. Citizens could book an appointment by calling the helpline number 1076, after which an official would visit their home with the required paperwork.

A Steady Expansion

The scheme’s reach grew rapidly. By February 2025, the state government had added 363 more services, taking the total to 406 services spread across 29 government departments, including driving licences, passport-related processes, police verification, utility connections, and tenant verification. By early 2026, the count had climbed further to 437 services, with over 1.85 lakh citizens having used the scheme to access government work directly from home.

Ending The Culture Of Delays And Middlemen

CM Bhagwant Mann: Punjab Cabinet Minister Aman Arora, who oversees the state’s Governance Reforms department, has credited the scheme with dismantling what he called the decades-old culture of “recommendations and delays” in government offices. The Revenue Department has emerged as a standout example, with over 12.46 lakh applications processed online by Patwaris, making land and property-related paperwork, once a common source of corruption, entirely paperless. Every certificate issued now carries a QR code for verification, adding a layer of security and authenticity that was missing in the earlier office-based system.
