The Punjab State Electricity Regulatory Commission (PSERC) has granted relief to consumers and resident welfare associations (RWAs) living in colonies where the Punjab State Power Corporation Limited (PSPCL) failed to provide electricity connections due to various reasons.
The reasons for the lack of electricity connections in these colonies include situations where developers sold plots/flats without obtaining a no-objection certificate (NOC) from the PSPCL, or cases where developers abandoned the projects after obtaining the NOC without installing the necessary local distribution (LD) system.
PSERC issued an order on July 25, 2023,
In response to various petitions, the PSERC issued an order on July 25, 2023, directing the PSPCL to take the required actions to provide electricity connections in these affected colonies.
The order encompasses three categories of colonies: abandoned colonies, contiguous licensed colonies, and unapproved regularised colonies contiguous with licensed colonies.
The developers of these colonies were responsible for obtaining an NOC from the PSPCL to establish the LD system. However, many developers neglected to carry out this obligation, leaving the colonies without proper electricity infrastructure, such as electricity wires and transformers.
The PSERC justified its order by citing a Supreme Court ruling from May 19, which stated that the duty to supply electricity under Section 43 of the 2003 Act is not absolute. It is subject to certain charges and compliances as specified by the electric utilities during the application process for electricity supply.
