Punjab’s AAP govt hires consultant to shift from paddy-wheat cycle

To help the state in its efforts for crop diversification and crop stubble management, the government has appointed Boston Consulting Group (BCG) as a consultant, initially for six months.
The global consultant will guide the government while formulating its agriculture policy to be announced by the end of this month. A shift from wheat-paddy monoculture is on the cards to increase the area under cotton, basmati, sugarcane, pulses and oilseeds.

Government sources said a request for proposal (RFP) to appoint a consultant for the agriculture department to formulate the policy was issued earlier this year. BCG was hired as consultant after three tenders as no one else came forward to participate in the tender.
After the tender was allotted in favor of BCG, the matter was taken up to the Punjab Cabinet for approval.

The company is to be initially paid Rs 5.65 crore to plan the route to be followed by the state for both diversification in agriculture and management of paddy stubble. Based on the plan, the government will decide on retaining the consultant for the implementation of the plan.

Interestingly, the government had earlier constituted a committee of experts under the chairmanship of Sukhpal Singh, chairman of the Punjab Farmers and Farm Labor Commission, to help formulate the agriculture policy. It is being told that this committee is also preparing the agriculture policy.

Chief Secretary Vijay Kumar Janjua had said last week that the tender has been awarded to BCG as it has fulfilled all the conditions of the RFP. “It is one of the globally renowned consultants and is already empaneled by the Government of India. We have negotiated with it to rent it at almost half the rate to help us in our efforts to rejuvenate the agriculture sector.”
