Amid massive protests, Rajasthan passes Right to Health Bill

The Rajasthan Legislative Assembly passed the Right to Health Bill on Tuesday amidst all the protests and hue and cry by the BJP. With this, Rajasthan became the first state in the country, where the Right to Health Bill has been passed. Government and private hospitals will no longer be able to refuse treatment. Every person here will get guaranteed treatment.

In case of emergency, private hospitals will also have to provide free treatment. A separate fund will be formed for free treatment in emergency in private hospitals. In such cases, there will be an authority at the district and state level for any type of hospital level negligence. There will be a hearing in this. If found guilty, a fine of Rs 10 to 25 thousand can be imposed.

Hospital will not be able to refuse treatment

A provision of fine ranging from 10 to 25 thousand has been kept for violating Right to Health and refusing treatment. The fine for the first violation will be Rs 10,000 and thereafter Rs 25,000. District Health Authority and State Health Authority will be formed at the state level for hearing complaints and appeals under the Right to Health Bill. Complaints will be heard in the authority itself.

The decision of the authority in case of violation of the bill cannot be challenged in any civil court.

There was fierce fighting between the ruling party and the opposition

There was a lot of tussle between the ruling party and the opposition regarding the debate on this bill in the House. Health Minister Parsadi Lal Meena attacked doctors and some big hospitals. He clearly said – If someone dies during treatment in a private hospital, the dead body is given only after taking the bill. Sometimes there is a bill of lakhs. From where will the poor man get lakhs of rupees?


Meena said- The public has elected us and sent us. We should take the side of the public. I don’t have any relation with anyone. I care How many famous and big hospitals in Jaipur cheat in the name of treatment. After this bill is passed, we will take action on them also. The bill was sent to the Select Committee with everyone’s consent. With everyone’s consent, the Select Committee has prepared the report.

Responding to the debate on Right to Health Bill, Health Minister Parsadi Lal Meena said – Doctors have forgotten their religion. The doctors, not following their religion, were adamant on withdrawing the bill. We met the doctors. The doctors were adamant on only one thing that we would not accept anything less than withdrawing the bill. To what extent is this justified? This is an insult to the house.
