NHRC issues notices Centre over suicide by three students in rajasthan

The National Human Rights Commission, NHRC, India has taken suo motu cognizance of a media report that on December 11, 2022, three students of a coaching center in Kota, Rajasthan committed suicide. Reportedly, the incident has again brought into limelight the immense pressure being experienced by teenagers taking coaching in private institutes in the city due to limited seats for technical and medical education.

Kota has become a hub of private coaching centers

The Commission finds that the contents of the media report, if true, raise a serious issue of human rights violation. Over the years, Kota has become a hub of private coaching centers for National Entrance Eligibility Test (NEET) aspirants. They are charging a hefty amount. Students from all over the country are staying in hostels/paying guest houses with the hope of success. Due to this they are under a lot of pressure. Private coaching institutes need to be regulated.

The Commission feels that there is a need to put in place a regulatory mechanism and since regulation of higher education is a State subject, it is the responsibility of the State to develop the mechanism in consultation with the Central Government. Accordingly, the Commission has sought a report by issuing notices to the Chief Secretary, Government of Rajasthan, Secretary, Higher Education, Union Ministry of Education and Chairman, National Medical Commission.

A detailed report of the incident is expected from the Chief Secretary of Rajasthan. It should also include the steps taken or proposed to be taken by the State regarding regulatory mechanism to control private coaching institutes in view of the large number of reported suicides of students. Further, it should also include formulation of a long term plan to adequately address the issue of psychological and behavioral abnormalities of students receiving coaching in various private institutions in Kota, including providing adequate counseling to them including parents. So that they do not feel lonely or come under immense pressure of expectation from family members and friends.

To inform the Secretary, Ministry of Higher Education about formulation of National Action Plan for proportionate increase of seats in technical education as well as medical education and to get admission in private coaching centers for success in competitive examination of JEE and NEET To get rid of the racesystem needs to be developed.

The Chairman, National Medical Commission is expected to inform about introducing some progressive and student friendly mechanism to crack NEET without heavy mental and psychological pressure while coaching in private institutes.

According to media reports released on December 13, 2022, two of the deceased students were from Bihar and the third from Madhya Pradesh. The three students were taking coaching classes for the National Eligibility and Entrance Test (NEET).
