To address the growing challenge of air pollution, Uttar Pradesh Chief Minister Yogi Adityanath will launch the Uttar Pradesh Clean Air Management Project (UP CAMP) in January 2026. The ambitious project is being implemented by the Yogi government with support from the World Bank to deal with the state’s worsening air quality in a structured and scientific manner.
The governing council of UP CAMP will be chaired by the Chief Secretary of Uttar Pradesh, while Principal Secretaries and Additional Chief Secretaries of key departments will serve as members. The project aims to strengthen air-shed based air quality management and reduce emissions across multiple sectors.
Recently, the second meeting of the governing council of the UP CAMP authority was held under the chairmanship of the Chief Secretary. Senior officials from the Environment, Forest and Climate Change Department and other related departments participated in the meeting. The Chief Secretary directed all departments to ensure timely progress of project-related activities and present updated implementation reports in the next meeting.
Officials informed that on November 3, 2025, a successful project negotiation was held in New Delhi between the Department of Economic Affairs (DEA), the World Bank and the Uttar Pradesh government, paving the way for the project’s rollout.
CM Yogi Adityanath: Project Cost and Implementation Plan
The total outlay of the UP CAMP project is USD 304.66 million, which includes a loan of USD 299.66 million (approximately ¥46,188 crore) and a grant of USD 5 million. The project will be implemented in phases over a six-year period from 2025 to 2031.
UP CAMP will focus on key pollution-generating sectors such as industry, transport, agriculture, road dust, waste management and clean cooking. A coordinated strategy will be adopted to reduce emissions across these sectors. One of the major objectives of the project is to strengthen air quality monitoring and management at the regional level.
Under the project, around 39 lakh families will be provided with clean cooking solutions, which is expected to significantly reduce household-level air pollution, especially in rural and semi-urban areas.
Push for Clean and Sustainable Transport
The project also places strong emphasis on promoting clean and sustainable transport systems. Cities such as Lucknow and other major urban centres will see targeted interventions to reduce vehicular emissions, improve traffic management and encourage the adoption of cleaner fuels and electric mobility.
The Yogi Adityanath government has reiterated that UP CAMP will play a crucial role in improving public health, protecting the environment and ensuring sustainable development in Uttar Pradesh. Officials believe the project will mark a major step towards making the state’s cities cleaner, healthier and more livable.
