The Supreme Court-appointed committee said SSP of Ferozepur Harmandeep Singh Hans responsible for the serious lapse in the security of Prime Minister Narendra Modi in Punjab. The committee has said that the route of the Prime Minister’s visit should be changed. Despite getting the information of the SSP long ago, the SSP could not fulfill its responsibility. In the report submitted to the Supreme Court, some recommendations have also been made regarding the security of the PM.
On January 5, the Prime Minister’s convoy going from Bathinda to Firozpur by road in Punjab had to stop at a flyover for 20 minutes. The reason for this was that suddenly a large number of protesters had reached in front of the flyover. This was seen as a serious lapse in security because the path of the Prime Minister is determined only after the consent of the state DGP. An organization named Lawyers Voice reached the Supreme Court regarding the matter and demanded a fair investigation.
On January 12, the Supreme Court had constituted a committee to investigate the matter. The committee was headed by retired Supreme Court judge Justice Indu Malhotra. Central and state government officials were also placed in the committee. A bench of Chief Justice NV Ramana, Justices Surya Kant and Hima Kohli had said that the committee will examine all aspects of security lapses and suggest measures to avoid repetition of such incidents in future.
Report received by the court
The three judges read the report submitted by the committee today. After this, the chairman of the bench, Chief Justice NV Ramana said that the committee has found the mistake of Harmandeep Singh Hans, the then SSP of Ferozepur. State Additional DGP G. Nageshwar Rao had informed about the change of PM’s route at 10.20 am, Rao had also given several instructions to Hans. SSP Hans had enough time of about 2 hours, he also had a lot of security personnel but he did not make proper security arrangements in the PM’s travel route.
Committee recommendation
The Justice Indu Malhotra Committee has recommended periodic review of the ‘Blue Book’ related to PM’s security. The committee has also recommended for better training of police officers of the country on the protection of VVIPs. The Supreme Court has submitted the report to the Central Government for action in the matter.
