CAA: Deadline to prepare rules of citizenship law extended till July, government inform in parliament

Union Minister of State for Home Affairs Nityanand Rai told the Lok Sabha on Tuesday that the rules are being prepared under the amended Citizenship Act (CAA). The Minister said that CAA-19 was notified on December 12, 2019 and came into force from January 20, 2020. In a written reply to a question, he said, “Rules are being prepared under the amended Citizenship Act-2019. The period for the subordinate legislative committees of Lok Sabha and Rajya Sabha has also been increased to 9 April and 9 July respectively so that the rules under CAA can be prepared.

The CAA provides for the granting of citizenship of India to the oppressed people of minority communities of Pakistan, Bangladesh and Afghanistan, Hindu, Sikh, Jain, Buddhist, Parsi and Christian communities. Under this law, people of these communities will be given citizenship of India, who came to India before 31 December 2014 due to religious persecution in these three countries. Protests against the CAA were seen in many parts of the country.

Last month, BJP national general secretary Kailash Vijayvargiya had said that the amended citizenship law (CAA) would be implemented in West Bengal soon. The party’s national president JP Nadda recently visited the state and said that rules are being made to implement this law.

The CAA was passed by the Lok Sabha on 9 December 2019 and the Rajya Sabha on 11 December 2019. After receiving the President’s assent on 12 December, the Ministry of Home Affairs issued a notification and announced its implementation from 10 January 2020. However, rules are yet to be made which will govern the citizenship law. Until the rules are notified and made, the citizenship law will remain inoperable.
