UPI Payments Above ₹2,000: Will You Be Charged? Government Clarifies New Rules

The regulatory changes, however, create a framework under which charges could potentially be introduced in certain cases, particularly for merchant transactions.

The government has clarified the latest rules on UPI payment charges, stating that transactions of up to ₹2,000 cannot attract direct or indirect charges from banks or payment system providers. However, payments above ₹2,000 are not automatically chargeable under the new framework.

The clarification comes after concerns emerged that users could soon have to pay fees for making high-value UPI payments.

Are UPI Payments Above ₹2,000 Now Chargeable?

No. The government has not announced a consumer transaction fee that automatically applies when a UPI payment exceeds ₹2,000.

This means that if a person makes a UPI payment of ₹2,500, ₹5,000 or ₹10,000, there is currently no additional fee that automatically gets deducted simply because the transaction crosses the ₹2,000 threshold.

The ₹2,000 figure should therefore not be treated as a new maximum limit for free UPI payments.

What Is the New ₹2,000 Rule?

The Finance Ministry’s September 14 notification specifically protects UPI transactions of up to ₹2,000 from direct or indirect charges imposed by banks and payment system providers.

The same protection applies to payments made using RuPay debit cards.

The regulatory changes, however, create a framework under which charges could potentially be introduced in certain cases, particularly for merchant transactions.

What Is MDR and Who Could Pay It?

Merchant Discount Rate (MDR) is a fee associated with processing digital payments. The current policy discussion has focused on the possibility of introducing MDR for certain high-value transactions involving merchants.

Importantly, such a charge would not automatically mean that a customer making a ₹5,000 UPI payment would have money deducted from their bank account as a transaction fee. The government has maintained that UPI should remain free for consumers.

What UPI Users Need to Know

For ordinary users, payments of ₹500, ₹1,500 or ₹2,000 through UPI remain free.

Even for payments of ₹5,000 or ₹10,000, there is currently no government-announced consumer fee that automatically applies simply because the payment exceeds ₹2,000.

The latest framework is instead aimed at determining how the rapidly expanding UPI ecosystem can sustainably meet infrastructure, cybersecurity and fraud-prevention costs.

UPI recorded 2,366 crore transactions in July 2026, highlighting the enormous scale of India’s digital payments network.
