Highlighting how such syndicates are funding shooters in states like Uttar Pradesh and Bihar, CM Bhagwant Singh Mann underscored that several such operatives have already been arrested in Punjab, while the AAP government continues to coordinate closely with the Ministry of Home Affairs and the Ministry of External Affairs to track down and extradite accused from across the world.

Interacting with media persons, CM Bhagwant Singh Mann said the Punjab Government is in constant touch with the Union Ministry of Home Affairs and the Ministry of External Affairs to ensure the deportation of gangsters and criminals wanted in Punjab, noting that these sustained efforts are yielding results with several key accused already brought back. “The law and order situation in Punjab remains normal and emphasised that the ongoing Gangsters te Vaar campaign is delivering a decisive blow to crime,” he affirmed.

CM Bhagwant Singh Mann stated, “All those gangsters about whom we receive information are not operating their network from Punjab, but are running their operations from abroad. Some individuals are supplying weapons, while there are shooters who are being paid in Uttar Pradesh and Bihar; many such shooters have also been arrested.”

Highlighting the coordinated response mechanism, CM Bhagwant Singh Mann added, “When we receive such information, we immediately contact the Ministry of Home Affairs and the Ministry of External Affairs, and we have been able to bring some of them back. Some come from Dubai, sometimes from Portugal, sometimes from England, sometimes from America, and sometimes from Canada,” underlining the global spread of these criminal networks and the government’s crackdown.

Meanwhile, AAP Punjab General Secretary Baltej Pannu welcomed the successful apprehension of key accused Amritpal Singh Mehron in the Kamal Kaur murder case, stating that his arrest and return from the United Arab Emirates reflects the firm commitment of the Bhagwant Singh Mann-led government to uphold law and order.

Baltej Pannu said that the social media influencer Kamal Kaur was murdered in Bathinda in June last year, and since then, Punjab Police had been consistently pursuing the accused. He added that under the leadership of CM Bhagwant Singh Mann, the government adopted a zero tolerance policy against crime, which ensured that the accused was tracked and brought back to face justice.

He emphasised that anyone who believes they can commit a crime in Punjab and escape by hiding in another state or country is living under a serious misconception. “No matter where they go, they will be traced and brought back,” Baltej Pannu asserted.

To address this challenge, CM Bhagwant Singh Mann introduced the Mukh Mantri Sehat Yojna with a clear objective of ensuring that families across Punjab can access timely healthcare without worrying about financial constraints.

The Bhagwant Mann Government’s commitment is being realised through the rollout of the Sehat Card, which is providing financial protection and instilling confidence among families across the state. Around 50,000 Sehat Cards are being issued every day through widespread enrolment drives conducted across villages, towns, and cities.

Highlighting the inclusive nature and expanding reach of the scheme, Minister of Health and Family Welfare Dr. Balbir Singh stated, “The Sehat Card is for all; there is no age, gender, or income barrier. As awareness increases, more families are coming forward to secure coverage and safeguard themselves against unforeseen medical costs.”

He further noted that the scheme has already facilitated more than 2 lakh treatments, including critical procedures such as cancer care, cardiac interventions, and orthopaedic surgeries. “Over ₹300 crore worth of treatment has been provided so far under the scheme, which is further strengthened by a ₹2,000 crore allocation in the Punjab Budget 2026–27 to sustain and expand its benefits,” he added.

Under the Mukh Mantri Sehat Yojna, families are entitled to cashless treatment of up to ₹10 lakh annually at both government and empanelled private hospitals, ensuring that no patient delays treatment due to financial limitations or the need to arrange funds in emergencies.

To maximise outreach and ensure ease of access, the Punjab Government is organising daily enrolment camps from 8:00 AM to 4:00 PM at accessible community locations, including Gurudwaras, Panchayat Ghars, temples, and community centres. These camps are designed to simplify the registration process, particularly for individuals who may face challenges in accessing formal centres independently.

Providing a clear roadmap for citizens, the Punjab Government has also outlined a simple six-step process for registration. Residents can directly visit a nearby Common Service Centre (CSC), government enrolment camp, or Seva Kendra without any prior appointment. Applicants are required to carry essential documents such as Aadhaar Card, Voter ID, and birth certificates for minors, ensuring that all family members, who must be residents of Punjab, are covered under the scheme.

The scheme provides a shared annual coverage of ₹10 lakh per family, making it crucial for families to register all members together. At the registration point, officials assist in completing the process, following which beneficiaries receive an SMS confirming activation of their Sehat Card benefits.

Industries to get major relief under the New Industrial Policy 2026 – Minister Sanjeev Arora

Punjab’s Cabinet Minister for Industries & Commerce, Investment Promotion, Local Government and Power, Sanjeev Arora, interacted with industrialists during a district-level meeting of MSMEs held in Patiala. During the meeting, he listened to the issues raised by entrepreneurs from different districts and resolved several matters on the spot. Punjab’s Health and Family Welfare Minister Dr. Balbir Singh was also present on the occasion.

Issuing directions to the Local Government Department, Minister Sanjeev Arora said special attention should be given to improving cleanliness and the sewerage system in cities. He emphasized that basic civic facilities for people must be given top priority. In this regard, he announced that by the end of May, 2120 kilometres of roads will be constructed in urban areas of Punjab at a cost of ₹1300 crore. A separate plan has been prepared for rural areas.

Sanjeev Arora also announced that the Punjab Government will implement a new Industrial Park Policy within one month, under which large industrial parks spread over at least 25 acres will be developed in the state. Entrepreneurs and real estate developers will jointly participate in developing these parks, while investors will be able to register and obtain necessary approvals for investment in these projects.

To further accelerate industrial growth, the cabinet minister Sanjeev Arora said the government is preparing a new Industrial Park policy that will encourage the private sector to develop industrial parks where both large and small plots will be available. During the meeting, officials of the Industries Department appreciated the government’s new policies, and industrialists also expressed satisfaction.

Sanjeev Arora also said that the government is fully committed to protecting the interests of farmers. Whether crop damage occurs or farmers face losses due to natural calamities, the government will provide every possible assistance. He also warned that strict action will be taken against those selling fake seeds.

Speaking about the power sector, he said earlier solar projects were allotted with 100% allocation, but now the power board itself is issuing tenders, which has achieved significant success.

The minister further said that under the New Industrial Policy 2026, several new sectors such as film studios, hospitals and hotels have also been included. Special emphasis has been laid on strengthening the MSME sector, as it is the backbone of industrial development.

He claimed that Punjab is now emerging as one of the most preferred states for investors, and other states are also appreciating these initiatives.

While addressing a press conference here at Punjab Bhawan, S. Khudian informed that Punjab has recorded a 94 per cent reduction in farm fire incidents, plummeting from 83,002 in 2020‑21 to just 5,114 in 2025‑26.

The Agriculture Minister lauded the PPCB and Punjab’s farming community, while stating, “This Award is a testament to Punjab’s farmers’ resilience and our governance’s foresight. Under CM Mann’s leadership, we’ve turned a burning crisis into a breakthrough. Our strategy of subsidising machinery, realtime monitoring, setting up custom-hiring centres and allocating record funds has redefined stubble management. I dedicate this award to every farmer who opted for equipment over fire.”

Punjab’s farmers, FPOs, and panchayats can avail 50-80% subsidy on Crop Residue Management (CRM) machines. The state has allocated ₹600 crore to support purchase of 25,000 CRM machines this year, said S. Gurmeet Singh Khudian.

During 2025‑26, the scheme facilitated the purchase of about 13,000 machines, with ₹427 crore has already been released as subsidy. To ensure last‑mile delivery, the agriculture department is accepting online applications from April 1 to April 24, 2026.

The significant drop in farm fires has boosted soil health and improved air quality, he noted, while stating that Punjab’s model shows environmental challenges can be overcome with strong political will, financial backing and community involvement.

Mathura Boat Tragedy: Chief Minister expresses deep grief, directs acceleration of relief and rescue operations

Chief Minister Yogi Adityanath has expressed deep sorrow over the tragic boat accident in the Yamuna River in Mathura district. Describing the incident as extremely saddening and heart-wrenching, the Chief Minister conveyed his condolences to the bereaved families of those who lost their lives.

In his message on the social media platform X, the Chief Minister wrote, “The loss of lives in the accident is deeply painful. I pray to Lord Rama for peace to the departed souls, strength to the grieving families to bear this loss, and a speedy recovery for the injured.”

He has directed the concerned officials to immediately reach the site and carry out rescue and relief operations at a swift pace.

He also stressed ensuring proper medical treatment for the injured.

Additionally, the Chief Minister instructed that appropriate compensation be provided to the families of the deceased as per established norms.

It is noteworthy that the accident occurred near Kesi Ghat in the Vrindavan area when a boat carrying devotees collided with a pontoon bridge and overturned in the Yamuna River.

Around 25 devotees fell into the river, of whom 15 were rescued safely, while 10 lost their lives. Most of the devotees are reported to be from Punjab.

Following the incident, police, administrative officials, and divers launched an intensive rescue operation. The administration remains alert, and relief efforts are ongoing.

Comprehensive prevention campaigns and a strong treatment system will form the foundation of India’s health security: Chief Minister

Amid rapidly changing lifestyles and the rising threat of non-communicable diseases, it has now become essential to bring a balanced coordination of both prevention and treatment at the centre of health policy, rather than focusing only on treatment.

Presenting this comprehensive vision, Chief Minister Yogi Adityanath said, “If the country has to be made healthy and productive in the long term, then the medical system must move beyond a treatment-centric model towards a model based on public awareness and lifestyle improvement.”

Chief Minister was addressing the Cardiological Society of India conference ‘NIC-2026’ at Atal Bihari Vajpayee Medical University on Friday.

Chief Minister added, “The government is working on expanding health infrastructure and affordable treatment. On the other hand, prioritizing the strategy of ‘prevention’ to protect society from diseases in advance is the biggest need of the time. This dual approach (strong treatment system and comprehensive prevention campaign) will form the foundation of India’s health security in the future and will define the direction for turning the vision of a ‘Viksit Bharat’ into reality.”

Chief Minister said, non-communicable diseases have now become a serious concern for society, while in Indian tradition, balanced diet and regular routine have always been the basis of a healthy life. Amid challenges arising from changing lifestyles, two major dimensions of health, prevention and treatment, have clearly emerged. While experts naturally focus on treatment and innovation, it is essential to prioritize prevention to deal effectively with these diseases.

He added, inspiring people to adopt a healthy routine through awareness campaigns is the need of the hour, which will help in tackling future health challenges more effectively.

Chief Minister stated, “The rapid increase in non-communicable diseases and their growing impact on a large section of society is a matter of serious concern. Earlier, a serious illness meant financial crisis for the entire family, as there were neither sufficient health institutions nor availability of specialists. However, in recent years, there has been a major change. Through Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, about 55-60 crore people in the country are now getting health security of up to Rs 5 lakh per year, making it one of the largest health coverage schemes in the world and providing relief to common people from the burden of treatment expenses.”

Chief Minister also added, in the year 2025, about Rs 1400 crore was made available to the public for treatment through the Chief Minister Relief Fund, which reflects the government’s sensitivity. Those who were left out of Ayushman Bharat Yojana have also been included under the Mukhyamantri Jan Arogya Yojana, expanding the scope of health security.

He further informed, recently, teachers, Anganwadi workers, ASHA workers, ANMs, and cooks associated with the Mid-Day Meal have also been covered under this scheme, bringing a large section of society under the ambit of health security and ensuring effective benefits.

Chief Minister said, “A decade ago, there were only 17 government medical colleges in Uttar Pradesh, which was extremely inadequate for a population of 25 crore, whereas today, through joint efforts of the central and state governments, their number has increased to 81, and 2 AIIMS are also operational. Establishment of ICUs in every district, initiation of Cath labs at multiple locations, rapid expansion of super specialty hospitals in the private sector, and strengthening of infrastructure in older medical colleges are providing new strength to health services.”

He added, through SGPGI, KGMU, and Dr Ram Manohar Lohia Institute of Medical Sciences in Lucknow, tele-consultation, tele-ICU, and virtual ICU services have been connected to hospitals across the state. Along with this, affordable and quality treatment systems are being developed through medical device parks and pharma parks.

Chief Minister emphasized that despite all these efforts, without equal focus on lifestyle improvement and widespread awareness campaigns, it will not be possible to control the growing challenge of diseases through treatment alone.

Chief Minister stated, while conditions are relatively easier for doctors working in the private sector, the excessive crowd of patients in government institutions has become a serious challenge.

Giving examples he said, “KGMU has 12 to 14 thousand OPD patients daily, AIIMS Delhi has 16 to 17 thousand, and SGPGI has 10 to 12 thousand OPD patients. In such a situation, it becomes difficult to provide adequate time and quality treatment to each patient, and this pressure is likely to increase in the future.”

He said, changing lifestyles, especially the use of smartphones for 4 to 6 hours daily, have led to new diseases, while the rapid spread of diabetes has also emerged as a major challenge. In these circumstances, government efforts alone are not sufficient; widespread public awareness is extremely necessary.”

Chief Minister said that when this message reaches society through doctors, its impact is deeper and more lasting, therefore the role of doctors in this campaign is extremely important.

Chief Minister informed, “The biggest challenge today is changing lifestyle and increasing adulteration in food. Earlier, people used to sleep and wake on time and consume a balanced diet, but now the situation has completely changed.”

Referring to the campaign conducted before Diwali, he said that during raids, thousands of quintals of adulterated khoya and paneer were seized, clearly indicating serious concerns about food purity in the market. Today, one cannot be certain about the quality of food served at any event. In this context, the efforts of Narendra Modi to establish traditional systems of medicine and yoga globally are commendable, as seen in the celebration of ‘International Yoga Day’ on 21 June.

Chief Minister urged doctors and experts to motivate society to adopt a disciplined routine, avoid excessive smartphone usage, and follow a healthy lifestyle, as public awareness is the most effective solution to this growing problem.

Chief Minister said, “The government is working equally on both awareness and treatment levels to make health services affordable, accessible, and effective. Through Ayushman Bharat Yojana, heart treatment facilities like bypass surgery, angiography, and angioplasty are being made accessible to the general public, providing relief to the poor. Due to active lifestyles, heart diseases are relatively less common among the labour class, but in changing circumstances, timely screening, awareness, and better health services are extremely important.”

Chief Minister urged experts from across the country and abroad to work in coordination on both prevention and treatment aspects and present concrete conclusions, because healthy citizens are the foundation of a healthy society and a strong nation. To achieve the goal of ‘Viksit Bharat’ under the leadership of PM Modi, it is essential to build a disease-free society.
He expressed confidence that meaningful and concrete guidance would emerge from the research papers and discussions presented at the conference.

Earlier, while beginning his address, the Chief Minister said, “Atal Bihari Vajpayee Medical University is the first university in the state to which all medical colleges have been affiliated, marking a major and historic step in the field of medical education. Organizing such a large cardiology conference in this grand convention hall is a matter of pride, and he himself has been associated with the entire process from the establishment to the conceptualization of this university. After the virtual inauguration, getting the opportunity to come here and interact with experts is special for him. This auditorium has been built in accordance with the grand personality of Atal Bihari Vajpayee, and hosting such a high-level event here is pride in itself.”

Chief Minister described it as a symbol not only of Uttar Pradesh but also of a transforming India, stating that a state once counted among the ‘BIMARU states’ is now emerging as a strong growth engine of the country’s economy.

One night when even an ECG was not available… Today the same state is saving lives

During the NIC-2026 conference of the Cardiological Society of India (CSI), when Dr. Sharad Chandra began speaking in the packed auditorium of Atal Bihari Vajpayee Medical University, his voice reflected not only that of a doctor but also of a son who had closely experienced the limitations of the healthcare system. He shared an incident from 2005.

He recounted that one December night around 10 p.m., he received a call from his father from their home in Chandausi saying, “Son, I am having chest pain. What should I do?” As a doctor and a son, he naturally replied, “Papa, please get an ECG done somewhere nearby.”

His father responded that it was late at night and an ECG would not be available at that time, and that he would get it done in the morning. Dr. Chandra said that night not only his father but he himself stayed awake as well. The next day, the ECG came out normal, but that night left a question in his mind – do we really have arrangements for timely treatment?

He said, “Today, two decades later, the picture of that same Uttar Pradesh has completely changed.” Becoming emotional, he said that now a patient suffering a heart attack does not have to wait until morning. Initiatives like “Hriday Setu” have connected major institutions such as SGPGI, KGMU, and Dr. Ram Manohar Lohia Institute of Medical Sciences with district hospitals.

He added, “Earlier, treatments such as angioplasty were limited to big cities, but now these facilities are available in districts like Sultanpur, Jaunpur, Bahraich, Gonda, and Basti. Patients no longer have to fight not just distance but also time.”

Concluding his address, Dr. Chandra said that this change is not just about numbers; it is a change in trust. There was a time when even an ECG was not possible at night, and today the same state stands ready at every moment to save lives. This is the changed Uttar Pradesh. This is the “Uttam Pradesh.”

Yogi government’s “Yaksh App” giving an edge to smart policing

The Yaksh App of UP Police is playing a crucial role in putting criminals behind bars. Within just 90 days, the Yaksh App has helped solve more than a dozen criminal incidents, giving a new dimension to smart policing and strengthening crime control.

Through this app, serious crimes such as kidnapping, murder, robbery and theft have been solved. With the help of the Yaksh App, police are not only reaching suspects quickly but have also significantly reduced the time taken to crack cases. It may be noted that Chief Minister Yogi Adityanath launched the Yaksh App during the “Police Manthan” program to give a new direction to smart policing in Uttar Pradesh.

DGP Rajeev Krishna said, “The Yaksh App was launched under the concept of smart policing in line with the vision of Chief Minister Yogi Adityanath.” The Yaksh App provides features such as a digital database of criminals in the state, location-based mapping of CCTV cameras, and analytical tools.

Earlier, investigators had to rely on traditional registers like the “Village Crime Notebook,” but now the entire criminal history can be accessed within minutes.

DGP Rajeev Krishna further said, “In a kidnapping case registered in Hardoi, the Yaksh App revealed a shocking truth during the investigation. It was found that the person who was allegedly kidnapped had actually been in jail for the past two and a half years. Similarly, the robbery of a public service center operator in Jaunpur on March 11, 2026, was solved within hours. Police analyzed footage from 42-43 CCTV cameras through the Yaksh App, which helped identify suspects and track their location. Following this, three accused were arrested in an encounter and about ₹1.30 lakh in cash was recovered.”

In addition, two robbery incidents that occurred within an hour in the Kakori area of Lucknow were solved within 48 hours. By analyzing the suspects’ identities, mobile locations, and activities through the Yaksh App, police arrested both criminals.

Furthermore, in Raebareli, the app helped expose an eight-member interstate vehicle theft gang. Through the app’s database and geo-tagging, police obtained the criminal history of the accused and arrested them through a planned operation.

The Yaksh App also played a key role in arresting an accused involved in the murder of his mother-in-law and brother-in-law in Bareilly. As soon as the suspect’s photo and record were obtained from the app, police arrested him.

In Agra, the app helped save an elderly man from false molestation allegations. Through CCTV footage and facial recognition, the real accused were identified and arrested.

In districts such as Meerut, Hathras, Farrukhabad, Kanpur and Gonda, several theft and pickpocketing gangs have been exposed with the help of the Yaksh App.

In Meerut, four members of a pickpocket gang were arrested; in Hathras, a jewelry theft accused was traced; in Kanpur, a gang involved in stealing from a jewelry shop was busted; and in Gonda, thefts taking place in schools were uncovered through the app.
