Bihar- Nitish Kumar to wear CM crown

For the first time in two decades, BJP’s seats in Nitish Kumar have come down. In such a situation, even though Nitish Kumar’s to wear CM crown, but the representation of JDU in the cabinet may be less than the last time. This time not only BJP and JDU but also Jitanram Manjhi’s HAM and Mukesh Sahni’s VIP party will be participating in Nitish’s cabinet.

Nitish Kumar-led NDA has won 125 seats out of 243 seats this time in Bihar elections, out of which 74 seats have been won by BJP, 43 seats by JDU, 4 seats by Hindustan Awam Morcha and four seats by VIPs. In this way, NDA BJP is the largest party and JDU is the second party. Apart from this, the party of Manjhi and Sahni is in such a situation, with the help of which the NDA is able to cross the majority figure. In such a situation, Nitish Kumar is compelled to give him a place in his cabinet. Before this, only BJP and JDU ministers were made in Nitish’s government.

Ministers can make up 15 percent of the total members in the assembly. There are a total of 243 assembly members in Bihar, based on which 36 ministers can be made. Nitish’s previous government had a total of 31 ministers, including the JDU quota, including the chief minister, and 17 ministers from the BJP quota. Apart from this, Vijay Chaudhary was the Speaker of the JDU quota.

However, at that time BJP had 53 MLAs and JDU had 71 MLAs. On this basis, the formula for the number of ministers in the cabinet was decided. Whose share in the assembly, the same participation in his cabinet.

OTT platforms including Netflix, Amazon Prime and others to be regulated by government now

Online news platforms, content providers and over-the-top platforms will now be controlled by the Information and Broadcasting ministry, an order issued by governemnt said. The notification has been signed by President Ram Nath Kovind.

While the Press Council of India and News Broadcast Association (NBA) monitor print media and news channels respectively, there is not law or civic body to govern digital content.

Ever since the boom in OTT content, there has been demand of forming a regulatory board to monitor these platforms.

Last month, the Supreme Court asked the centre to react on a petition for regulating OTT paltforms by an autonomous body. The apex court had issued notices to various boards to respond to the petition.

OTT platforms are responsible for providing content on the web. They include news portals and also streaming services such as Hotstar, Netflix and Amazon Prime Video, which are accessible over the internet or ride on an operator’s network.

Time and again, the government had signaled on the need of controlling the content on the web. Over the years, a section of the society has raised eyebrows on the nudity, obscenity and abusive language used on the web shows.

While it is true that the OTT platforms have paved way for the content rich cinema, there is no denying in the fact that the freedom has also led to the unnecessary display of various things.

Meanwhile, in a complete contrary statement, Information and Broadcast Minister Prakash Javedkar had said that the government isn’t planning to take any steps to control media freedom, emphasising that there should be some kind of self-regulation on over-the-top platforms.

Following Union Minister’s remark, eight video streaming services had signed a self-regulatory code that led the foundation of guiding principles for digital content.

As conventional theatre remained suspended amid the pandemic for 7 months, most of the filmmakers expressed confidence in OTT streaming. Even the theatres have resumed services now with 50 per cent capacity, content on OTT platforms is expected to see progress due to its easy and affordable availability.

The initial results are only the second to be published from a late-stage human trial in the global effort to produce vaccines that could halt a pandemic that has killed more than 1.2 million people and ravaged the world economy.

The results are based on data from the first 16,000 trial participants to receive both shots of the two-dose vaccine, the Russian Direct Investment Fund (RDIF), which has been backing its development and marketing it globally, said.

Russia registered its Covid-19 vaccine for public use in August, the first country to do so, though the approval came before the start of the large-scale trial in September.

“We are showing, based on the data, that we have a very effective vaccine,” said RDIF head Kirill Dmitriev, adding that it was the sort of news that the vaccine’s developers would talk about one day with their grandchildren.

Russia’s announcement follows swiftly on from results posted on Monday by vaccine developers Pfizer Inc and BioNTech. The drugmaker said that their shot was also more than 90% effective.

Delhi-NCR continue to breathe polluted air with AQI shooting all time high

The residents of Delhi-NCR continued to breathe toxic air as the air pollution level records all time high. The Air Quality remained under ‘severe’ category in Delhi and its adjoining areas. The regular stubble burning in the neighbouring areas of Delhi continued, pushing the AQI beyond dangerous level .

As of Wednesday morning, System of Air Quality and Weather Forecasting And Research (SAFAR) reported AQI at 724whole PM2.5 has now become the lead pollutant instead of PM10 as a characteristic of wintertime.

On Tuesday, the 24-hour average AQI of Delhi was 476. The neighbouring cities of Faridabad (345), Ghaziabad (390), Noida (339), Greater Noida(322), and Gurgaon (309), which fall in the National Capital Region, also recorded air quality under “very poor” quality.

SAFAR forecast

“The calm wind is forecast for the next 24 hrs. The air quality is likely to improve on Wednesday to the lower end of ‘severe’ to higher end of ‘very poor’ category owing to a forecast change in transport level wind direction and marginally better ventilation condition. The SAFAR synergized stubble fire counts over Punjab, Haryana, UP, Uttarakhand, and neighbouring areas have marginally reduced since last reported but still significantly high and stood at 2,247 Monday. Stubble burning share in PM2.5 in Delhi’s air is estimated at 22% for Tuesday,” said SAFAR prediction.

Air pollution in Delhi usually shoots high in the months of October and November due to farmers burning off stubble in neighbouring states, unfavourable wind speed and local emission of traffic fumes in the city.

The situation is expected to become even severe as firecrackers ignited for Diwali add to the problem.

Meanwhile, the air pollution may intensify the covid-19 situation in the country. The national capital is already reporting its all time high number cases, breaching 7,000 mark since last few days.

On Saturday, Indian Council of Medical Research said that the air pollution may lead to faster spread of the virus which can further result in high mortality rate.

Meanwhile, Trump keeps refusing to concede and has vowed legal challenges, alleging fraud in the elections. “There will be a smooth transition to a second Trump administration,” Pompeo said in a sometimes testy news conference.

Biden, on the other hand, insisted that he is all set to transition into the White House. “We are already beginning the transition, we are well underway, and the ability for the administration in any way the failure to recognise our win does not change the dynamic of what we are able to do,” Biden said while addressing a press conference at Wilmington, Delaware.

called President Donald Trump’s refusal to concede his election loss an “embarrassment” but dismissed the standoff calling it “unimportant”. “I just think it’s an embarrassment, quite frankly,” Biden said

“How can I say this tactfully? I think it will not help the president’s legacy,” Biden added. “The fact that they’re not willing to acknowledge we won at this point is not of much consequence in our planning,” Biden said.

NDA has got 125 seats, Who Will Be Next CM of Bihar

The results of 243 seats of Bihar assembly elections have come out. Of the seats declared so far, NDA has got 125 seats, Mahagathbandhan has got 110 seats and AIMIM, BSP and other parties have got 8 seats. In this way the NDA has acquired a majority. Meanwhile, Prime Minister Narendra Modi and Union Home Minister Amit Shah have congratulated the people of Bihar and Chief Minister Nitish Kumar.

Union Minister Ravi Shankar Prasad has said that today is a historic day. NDA has again won the trust of the people of Bihar. The people of Bihar have accepted the leadership of PM Modi. Also appealed to the opposition parties to exercise restraint in the defeat.

Bihar assembly election this time is different in many ways. But the most important thing is that till now JDU and Nitish Kumar used to play the role of elder brother in Bihar, whereas BJP in the role of younger brother. But everything has changed with the electoral outcome of these times. This time even though the BJP had already announced Nitish Kumar as the Chief Ministerial candidate, but with the coming out of the election results, the tone of the BJP leaders is changing.

BJV’s Scheduled Front president Ajit Chaudhary has claimed that this time the face of the Chief Minister in Bihar will be from the BJP. At the same time, Kailash Vijayvargiya had said in the morning that till now Nitish Kumar is the face of the CM, but by evening we will know who will become the Chief Minister of Bihar.

Out of resentment against Chief Minister Nitish Kumar, due to unemployment and floods, people returned to Bihar during the Corona period in the Bihar Assembly elections were coming out. Apart from this, the factor of anti-incumbency was also working towards CM Nitish. Sensing this resentment, Chirag Paswan switched sides and separated from the NDA. In such a situation, Prime Minister Narendra Modi entered Bihar and changed the atmosphere by speaking strongly about the alliance in rallies.
