A big push to Atmanirbhar Bharat initiative: MoD to initiate an embargo on the import of 101 items to strengthen indigenisation of defence production

In a major push towards Prime Minister Narendra Modi’s clear call of ‘Atmanirbhar Bharat’, Defence Minister Rajnath Singh on Sunday announced that the Ministry of Defence (MoD) will initiate an embargo on the import of 101 items beyond given timeline in a bid to strengthen indigenisation of defence production.

The list of 101 embargoed items includes some high technology weapon systems like artillery guns, assault rifles, corvettes, sonar systems, transport aircraft, light combat helicopters (LCHs), radars and many other items.

Almost 260 schemes of such items were
contracted by the tri-Services at an approximate cost of Rs 3.5 lakh crore between April 2015 and August 2020. It is estimated that contracts worth almost Rs 4 lakh crore will be placed upon the domestic industry within the next 6 to 7 years according to MoD.

The embargo on imports is planned to be progressively implemented between 2020 to 2024.

One of the crucial responsibilities assigned by the government to the DMA, headed by the chief of defence staff General Bipin Rawat, is to promote the use of indigenous military equipment in the armed forces.

Singh said that the contracts worth almost Rs 4 lakh crore will be placed upon the domestic industry in the next six to seven years. He also said that more such equipment will be identified, in consultation with the stakeholders.

As per the list, there will be a near-immediate embargo on 70 products, another ten will be stretched out till 2021 before the embargo kicks in and finally, the balance 21 will be targeted between 2022 and 2025.

In a similar step, the MoD has also “bifurcated” the around Rs 1.18 lakh crore capital outlay for 2020-21 between domestic and foreign capital procurement routes. “A separate budget head has been created with an outlay of nearly Rs 52,000 crore for domestic capital procurement in the current financial year,” said Singh.

Twitter in talks with TikTok to have a possible merger

Chinese video sharing app, TikTok, is reportedly in talks with micro-blogging site, Twitter, for a merger. According to a report of the Wall Street Journal, Twitter has had preliminary discussions about a possible ‘combination’ with TikTok. People who are familiar with this matter told that a deal which stated that Twitter may not pursue it eventually but may take over TikTok’s operation in the United States is under consideration.

It’s unclear that Twitter would be able to pull up a deal which would involve TikTok’s U.S. operations, the reports on the matter said. Twitter is not the first company to show interest in the wildly popular app TikTok. Earlier, reports of technology giant Microsoft pursuing deal with TikTok to take over not only its U.S. operations, but all of TikTok have also surfaced on the internet. In comparison to Microsoft, Twitter is a much smaller company and it is unlikely that ByteDance which owns TikTok would consider Twitter over Microsoft.

Microsoft has been negotiating deals with TikTok ever since the Trump said that he would ban the app in the United States calling it a threat to national scrutiny. According to reports, Microsoft CEO Satya Nadella also spoke with the U.S. president over the matter a week ago.

TikTok acquired massive audience in the past couple of years, as it expanded its operations to all parts of the world with largest markets being China, India and the United States. However, over the past few months, the app has received much flak as it was accused of stealing users’ private data and sending it to the Chinese government. ByteDance had denied the accusations and even agreed on building the data centers in the countries with privacy concerns.

In June, TikTok was among 59 apps which were suspended from operating in India, the largest foreign market for the app. In the latest, the Trump government has issued an executive order which requires TikTok to either sell its US operation to an American firm till September 15, or to lose yet another major market.

Enraged protesters storm the streets of Beirut, demand resignation of embattled government

Thousands of protesters crowded the streets of Beirut, demanding the resignation of Lebanon’s military government on Saturday. The demonstrators clashed with police and soldiers as they universally blamed for the catastrophic explosion that destroyed the city last Tuesday.

The rally in the capital’s Martyrs’ Square took to the streets calling for the government to be punished for their negligence that demonstrators say led to Tuesday’s massive explosion that killed 158 people and injured more than 6,000.

In a street leading to parliament, young men pelted stones at security forces who replied with tear gas, leaving many people injured.

Thousands of young men and women earlier revived the main camp of a months-long protest movement. Some of them carried the portraits of blast victims and a banner bearing the names of the dead.

The enraged protesters chanted “the people want the fall of the regime”, reprising a popular chant from the Arab Spring uprisings of 2011. They also held posters saying “Leave, you are all killers”.

“You have no conscience, you have no morality. Go home! Leave! Resign, Enough is enough,” shouted a protester. “What else do you want? You brought us poverty, death and destruction,” said another.

According to a spokesperson, a policeman was killed during the clashes. A policeman at the scene said the officer died when he fell into an elevator shaft in a nearby building after being chased by protesters.

The Red Cross said it had treated 117 people for injuries on the scene while another 55 were taken to hospital. Policemen wounded by stones were treated by ambulance workers. A fire also broke out in central Martyrs’ Square during the clash.

On Tuesday, a gigantic explosion was caused by thousands of tons of ammonium nitrate improperly stored at the port for over six years, apparently set off by a fire. According to Beirut’s governor, it was the biggest blast in Lebanon’s history and caused an estimated $10-15 billion worth of damage. It also left hundreds of thousands of people homeless.

Lebanon’s information minister Manal Abdel Samad on Sunday announced she is stepping down following violent protests in the country.

“After the enormous disaster in Beirut, I present my resignation from the government,” she said in a brief televised address. “I apologize to the Lebanese, we were unable to meet their expectations,” she said.

World Bank refuses Paksitan’s proposal to mediate on Indo-Pak water dispute

The World Bank has rejected Pakistan’s proposal which demanded the financial organisation to mediate on water dispute between India and Pakistan. Expressing its inability on the appointment of a neutral expert or court of arbitration(COA) for resolution of dispute, World Bank has instructed Pakistan that each international locations seek to appoint a impartial skilled or courtroom arbitration.

On completing his fiver-year term in Islamabad, Petchmuthu Illangovan, former World Bank’s director of Pakistan affairs, has said that India and Pakistan should collectively work to reach out to a settlement. While Islamabad has made a request for appointment of a COA, India had sought a neutral expert to resolve their dispute on two hydroelectric projects.

“Both India and Pakistan should come together as to which option to take forward,” Illangovan was quoted as saying.

What is Indo-Pak water dispute?

Since 1948, India and Pakistan have a dispute over sharing of water rightd to the Indus river and its tributaries Jhelum, Chenab, Ravi, Beas and Sutlej which flow in each India and Pakistan.

Pakistan accuses India of exploiting water by building dams on these rivers that leads to drought like situation in the country due to the shortage of water.

To settle the dispute, the Indus Water Treaty was signed between India and Pakistan, brokered by World Bank, on 19 September 1960 BY Jawaharlal Nehru and Ayub Khan.

Accoding to the treaty, India has the right over waters of three eastern rivers – the Beas, Ravi and Sutlej while Pakistan has the control over the water of three western rivers – the Indus, Chenab and Jhelum.

The Indus Waters Treaty 1960 is seen as one of the most successful international treaties between two conflicting countries – India and Pakistan. However, time and again, Pakistan keeps accusing India of violation of the treaty.

Scientists use Earth as a proxy to find signs of life on exoplanets

Scientists looks for signs of life on planets outside solar system, astronomers using NASA’s Hubble Space Telescope have detected Earth’s own brand of sunscreen, ozone, in our atmosphere by taking advantage of a total lunar eclipse.

“One of NASA’s major goals is to identify planets that could support life,” Allison Youngblood of the Laboratory for Atmospheric and Space Physics at the University of Colorado Boulder said.

“But how would we know a habitable or an uninhabited planet if we saw one? What would they look like with the techniques that astronomers have at their disposal for characterising the atmospheres of exoplanets? That’s why it’s important to develop models of Earth’s spectrum as a template for categorising atmospheres on extrasolar planets,” she explained.

According to IANS, For the research, Hubble did not look at Earth directly. Instead, the astronomers used the Moon as a mirror to reflect sunlight, which had passed through Earth’s atmosphere, and then reflected back towards Hubble.

“Finding ozone is significant because it is a photochemical byproduct of molecular oxygen, which is itself a byproduct of life,” Youngblood said.

This is the first time a total lunar eclipse was captured at ultraviolet wavelengths and from a space telescope.
