Under Bhagwant Mann Govt’s ‘Mission Rozgar’, so far 63,943 govt jobs provided without bribery or favouritism

Distributing appointment letters to 916 young men and women from various departments in Mohali on Wednesday, Punjab Chief Minister Bhagwant Singh Mann said the exercise reflected the AAP government’s commitment to delivering government jobs without bribery or favouritism, under its flagship ‘Mission Rozgar’.

Noting that 63,943 youths have already been given government jobs purely on merit, the Chief Minister asserted that the process of handing over appointment letters would continue in the coming days, contrasting it with previous governments where jobs were decided by recommendation and bribes rather than capability.

Sharing a few snippets from the event on X, CM Bhagwant Singh stated: “Today in Mohali, appointment letters were distributed to 916 young men and women from various departments. They were extended best wishes to serve Punjab and its people with complete dedication and integrity. So far, 63,943 youths have been provided government jobs without bribery or recommendation. In the coming days as well, the process of handing over appointment letters to the youth under ‘Mission Rozgar’ will continue uninterrupted.”

Addressing the gathering at Vikas Bhawan while distributing appointment letters to newly recruited youth, Punjab Chief Minister Bhagwant Singh Mann said that for decades, the rightful opportunities of the state’s young men and women were cornered by relatives and close associates of those in power, leaving merit sidelined and aspirations crushed. “Earlier, the rights of Punjab’s youth were grabbed by the near and dear ones of those in power. The legendary martyrs like Shaheed-e-Azam Bhagat Singh and others must be deeply hurt that even after more than 70 years of Independence, their dreams were not fulfilled. This is a major embarrassment for all of us,” he said.

The Chief Minister asserted that ever since assuming office, his government has been making sustained efforts to realise the dreams of the country’s great national heroes. “Previous governments looted the money meant for education and even jobs. Our government has opened the doors of government jobs for the youth,” the Chief Minister said, adding that 63,943 youths have been provided government jobs in the last four years.

Calling the day a landmark moment for the newly appointed candidates, CM Bhagwant Singh Mann said, “Today is a red-letter day for these youth who have received jobs in various departments. The Punjab government has crossed the figure of providing more than 63,000 government jobs in a completely transparent manner.” In contrast, he said, the Union government was offering schemes with conditions that were of little use to the common man.

Highlighting the state’s welfare initiatives, the Chief Minister asserted the Punjab government has launched the ‘Mukh Mantri Sehat Yojna’, the state’s largest health reform programme. “Every family will now get up to ₹10 lakh of cashless treatment. Earlier this limit was ₹5 lakh, which has now been doubled. Around 65 lakh families will benefit from this scheme aimed at the welfare of every section of society,” he said.

He further said that the state government has closed 19 toll plazas in Punjab, saving ₹64 lakh every day from the pockets of the common people. “To ensure accessible healthcare, 881 Aam Aadmi Clinics have been opened across the state, providing free treatment and medicines. Since July 2022, 90 percent of households are getting free electricity, yet the opposition remains busy finding faults instead of acknowledging this work,” CM Bhagwant Singh Mann said.

The Chief Minister said Punjab has inherited a rich legacy from great sports persons, generals, philanthropists and others who served the nation with their sweat and blood. “Our government is leaving no stone unturned for the welfare of every section of society through pro-people and development-oriented measures. Unemployment is the root cause of several social problems, and that is why we are focusing on eradicating it,” he said.

Reiterating the government’s commitment to transparent recruitment, Bhagwant Singh Mann said all vacant posts are filled promptly through a foolproof mechanism. “Not even a single appointment out of these nearly 64,000 jobs has been challenged in any court. It is a proud moment for the Punjab government that all these jobs have been given purely on the basis of merit,” he said.

Describing the occasion as momentous, the Chief Minister said the newly appointed youth are now part of the Punjab government family. “For the first time in the history of the state, a government has given a record number of more than 63,000 jobs in just four years. All appointments have been made on merit, without corruption or nepotism. We are determined to fulfil the dreams of our freedom fighters and make Punjab a progressive state,” he said.

He said that health, education, power, water, infrastructure and law and order are the top priorities of his government. “We are ensuring holistic development of the state and its people. I urge the youth to discharge their duties with utmost professional commitment and use their pen wisely in the service of the people,” CM Bhagwant Singh Mann said.

Meanwhile, sharing their experiences, newly appointed Dr Pooja from Roopnagar said it was a great opportunity for her to become part of the state government. Jasanpreet Kaur from Mukatsar Sahib thanked the Chief Minister for the recruitment drive, saying the government has provided genuine opportunities for youth to prove themselves.

Dr Damanpreet Kaur from Amritsar said the entire credit for the free and fair recruitment process goes to the state government. “For the first time, promises made to the people have been fulfilled. The recruitment was conducted purely on merit, giving deserving youth a fair chance,” she said.

Veterinary Officer Dr Kamalpreet Singh from Moga said the government is bridging the gap between the Animal Husbandry Department and farmers. “I got this job purely on merit through a transparent process. Only hard work has paid off,” he said. Cooperative Inspector Jaspreet Kaur said she secured her second government job without any bribe or recommendation and promised to perform her duties with full dedication.

Dr Mukesh said this was his third government job and cited the transparency of the process, adding that he never even checked his email after the examination. “My mother died due to lack of proper treatment. I dedicate this job to her and to the service of the people of Punjab,” he said. Staff Nurse Tamana from Amritsar said the appointment was a dream come true for her and her family, lauding the government for a free and fair recruitment process.

The Maha Rudra Puja also marked the formal inauguration of The Art of Living’s 45th anniversary celebrations. Yamunotri Dham Temple Committee Secretary Sunil Uniyal stated that no formal meeting has been held on the issue so far. “We have come to know about the decisions taken by Kedarnath, Badrinath and Gangotri temple committees. The matter will be discussed, and a decision will be taken during the committee meeting scheduled in March,” he said.

Following Developments at Other Char Dham Shrines

The development comes after the Shri Badrinath–Kedarnath Temple Committee (BKTC) proposed a ban on the entry of non-Hindus into 47 temples under its control, including the Kedarnath and Badrinath shrines. The proposal has triggered widespread discussion on religious practices and constitutional safeguards.

Taking a similar stand, the Gangotri Dham Temple Committee announced that it had unanimously decided to restrict the entry of Muslims and Christians into the temple premises.

Launching the distribution of scholarships to more than 2.7 lakh Scheduled Caste (SC) students at the PAP Ground in Jalandhar, Chief Minister Bhagwant Singh Mann said the ₹271 crore Post-Matric Scholarship under the ‘Mission Rangla Punjab’ drive reflects a fundamental shift in governance priorities, asserting that while Congress, the Akalis and the BJP remained preoccupied with family interests, AAP has focused squarely on securing the future of Punjab’s children.

Highlighting a 35 percent rise in beneficiaries since 2020–21, the Chief Minister said the surge was the result of genuine education reforms, not tokenism, and stressed that scholarships are not mere financial aid but a tool of self-reliance, correcting years of systemic neglect in which delayed and diverted funds had even prevented students from appearing in examinations.

Sharing a few snippets from the event on X, CM Bhagwant Singh Mann stated: “At the PAP Ground in Jalandhar today, scholarships were distributed to Scheduled Caste students, marking the beginning of disbursement to more than 2.5 lakh children across the state. The primary objective of this initiative is to ensure that children from needy families are able to pursue higher education. Compared to 2020–21, the number of students receiving scholarships has increased by 35 percent in 2024–25. This scholarship is not merely financial assistance but a powerful means of making students self-reliant. The effort is to ensure that no child is deprived of education or forced to abandon their dreams due to lack of money.”

Addressing students at a scholarship disbursement function, CM Bhagwant Singh Mann said, “From scam to ‘Punjab Shine’, the Post-Matric Scholarship has become a powerful instrument of social transformation. This ambitious scheme has given wings to the dreams of millions of Scheduled Caste students who are pursuing higher education,” drawing thunderous applause from beneficiaries present at the venue.

Recalling the period between 2017 and 2020, the Chief Minister said that the scheme had been virtually stalled, leading educational institutions to withhold degrees of students. “A scam took place under this scheme and every Punjabi was anguished by it. The then minister in charge of the department betrayed their own community by illegally minting money meant for the education of children from weaker sections,” he said, adding that funds meant for SC students were usurped, depriving them of their rightful opportunities.

Emphasising the transformative power of education, CM Bhagwant Singh Mann said, “Education is the only key to changing the destiny of the weaker and underprivileged sections. Unfortunately, successive governments deliberately kept these students away from books. Today, our government is giving them a chance to realise their dreams and excel in life.” Congratulating parents, he added that their sacrifices and hard work were the real source of inspiration for students to move forward through education.

The Chief Minister recited Sant Ram Udaasi’s poem Maghda Rahin Ve Surja Kammian De Vehre from the stage. “This poem is very close to my heart and has always inspired people to believe in hard work,” he said, urging youth to remain grounded, set clear goals and pursue them with dedication, as hard work alone leads to success.

Welcoming the gathering, CM Bhagwant Singh Mann said the function was aimed at spreading the light of education to every corner of Punjab. He said, “This scheme reflects our government’s commitment to social justice and is rooted in Babasaheb Ambedkar’s belief that education is the most powerful weapon to eliminate social inequality.”

Highlighting the impact of the scheme, the Chief Minister said it was enabling students to transform their destiny and contribute to making India a global frontrunner. “The objective is to connect economically weaker Scheduled Caste students with higher education. The scheme is meant for families with an annual income below ₹2.50 lakh and is being implemented in Punjab with complete transparency,” he said.

Sharing key achievements, Bhagwant Singh Mann said, “The number of beneficiaries has increased unprecedentedly. Compared to 2020–21, there has been a 35 percent increase in beneficiaries in 2024–25.” He added that the budget had been enhanced from ₹245 crore to ₹271 crore, underlining that it was the Punjab government’s duty to ensure the well-being of every section of society. “For the first time, bio-authentication has been made mandatory for students, heads of institutions and nodal officers to prevent fraud,” he said.

The Chief Minister said a new accountability system had been introduced on the Dr Ambedkar Scholarship Portal. “The Post-Matric Scholarship is not just financial assistance. It is a pathway to self-reliance. We are firmly committed to ensuring that no talented child’s dream remains unfulfilled due to lack of money,” he reiterated.

Linking the initiative to Babasaheb Ambedkar’s philosophy, CM Bhagwant Singh Mann said education had been placed at the centre of governance. “No freebie or concession card can eliminate poverty or social evils. Education alone can break this vicious cycle by raising living standards,” he said, adding that the government was making relentless efforts to improve the quality of education to empower the common people.

He said, “The Punjab government is simultaneously rejuvenating the education and health sectors. Schools of Eminence have been set up across Punjab, equipped with smart classrooms, modern laboratories and playgrounds. Teachers and principals are being sent abroad for specialised training to familiarise them with modern teaching practices and prepare students for global competition.”

Expressing pride, the Chief Minister said Punjab had topped the National Achievement Survey, surpassing even Kerala. “Government schools have become temples of the modern era, illuminating thousands of young lives,” he said, noting that students were being provided coaching for competitive exams such as Armed Forces preparation, NEET, JEE, CLAT and NIFT.

He said it was heartening that students from government schools had qualified for JEE Mains, JEE Advanced and NEET. Referring to healthcare reforms, Bhagwant Singh Mann said, “Under the Mukh Mantri Sehat Yojna, cashless treatment up to ₹10 lakh is being provided to all 65 lakh families in Punjab, without any income condition, including government employees and pensioners.”

Stating that Punjab had become the first state to provide free healthcare to all citizens, he said 881 Aam Aadmi Clinics were offering free treatment daily. He added that over the last four years, 63,027 government jobs had been given transparently, without bribe or recommendation. “Since 2022, 90 percent households are receiving free electricity and, for the first time, farmers are getting more than eight hours of uninterrupted daytime power during the paddy season,” he said.

The Chief Minister said 6,900 kilometres of 18,349 watercourses had been revived to ensure water reaches tail ends. He noted that after commemorating the 350th martyrdom anniversary of Sri Guru Teg Bahadur Ji, the government would also celebrate the upcoming 650th Parkash Purab of Guru Ravidass Ji on a grand scale, with a series of events planned across the state.

Taking a dig at traditional political parties, CM Bhagwant Singh Mann said, “They are unable to digest the fact that the son of a common man is governing Punjab effectively. People have lost faith in these parties because of their anti-people and anti-Punjab approach. They were more concerned about their own families than Punjab and Punjabis, which is why they have been shown the door.”

On the occasion, Cabinet Ministers Harpal Singh Cheema and Dr Baljit Kaur also addressed the gathering.

Beneficiary students shared emotional testimonies. Dilpreet Singh, pursuing MBBS, thanked CM Bhagwant Singh Mann for “turning Dilpreet Singh into Dr Dilpreet,” saying words fell short to express his gratitude. Harshita, a BA LLB student, said the scheme had made her dreams a reality and proved that the government delivers on its promises. Sursangam Kaur said the scholarship had given wings to her aspirations, while Dilpreet Singh from Lamrin Skill University said the scheme played a decisive role despite his family’s weak financial condition. Navansh Sidhu from DIPS College, Dhilwan, said he came from a humble background and that his dreams had come true through this initiative, thanking the Chief Minister for the visionary step to support underprivileged students.

Schools have also been instructed to create menstrual hygiene management facilities, including emergency supplies and safe disposal mechanisms, to ensure that menstruation does not become a barrier to regular school attendance.

Highlighting the lack of basic sanitation infrastructure in many schools, the court ordered the provision of separate toilets for girls, equipped with water supply, hygiene facilities and disabled-friendly access. The court warned that non-compliance by private schools could invite strict action, including withdrawal of recognition, while state authorities would be held accountable for implementation failures.

Cabinet Minister Harpal Singh Cheema stated that a Sri Guru Ravidas Ji Bani Study Centre will be established near Dera Ballan on 10 acres of land. The centre will focus on the study, research, and dissemination of Guru Ravidas Ji’s teachings and bani, serving as an important hub for scholars, devotees, and future generations.

He added that the foundation stone will be laid soon, following which construction work will begin. The study centre is expected to strengthen academic and spiritual engagement with Guru Ravidas Ji’s philosophy and contribute to preserving his legacy.

The Punjab government said the grand celebrations reflect its commitment to honouring saints and social reformers who worked for equality and dignity. Officials noted that Guru Ravidas Ji’s teachings continue to inspire inclusive governance and social justice.

At 11 am on Feb 1, millions of India’s tax-paying class would be closely watching the budgetary measures that would have a profound impact on the finances of each and every household in the country.

Budget 2026’s outlook is expected by a big majority of taxpayer community as cautiously optimistic. The Economic Survey 2025-26 that was tabled on January 29 projected the gross domestic product (GDP) growth of the country at 6.8 to 7.2 percent for FY27. This would be a modest increase over the 6.3 to 6.8 percent growth forecast that was mentioned in the survey of last year.

The Institute of Chartered Accountants of India (ICAI) suggested that India should welcome the concept of Joint taxation for couples. The system would facilitate a unique system that would unify the incomes of both spouses are blended and taxed together as a single unit. This would help the couple to save more and reap the benefits of joint taxation.

Budget 2026 Expectation-Affordable Housing Loans

Siddarth Bhamre, Head of Institutional Research, Asit C Mehta Investment Intermediates Limited, remarked the government should ideally focus on higher allocations under housing schemes such as Prime Minister Awas Yojana. This would be beneficial for affordable housing financing companies and housing Non-Banking Financial Companies (NBFCs). This would improve home ownership access for lower-income families and first-time buyers.

KPMG tax experts have suggested that housing loan interest deduction should be permissible in next tax regime. Presently, taxpayers are unable to offset housing loan interest against income from salaries, including for self-occupied properties. Under the new tax regime, such interest deduction on self-occupied properties must be permissible.

Would House Property Losses Be Adjusted Against Other Income Heads?

The American Chambers of Commerce in India (AMCHAM) has suggested that set off of house property losses against any other income source(s) should be allowed. Alternatively, the deduction limit should be increased from ₹2 lakh to ₹5 lakh.

Presently, set off of losses are restricted to the extent of ₹2 lakh against any other income head.

The Bombay Chambers of Commerce and Industry (BCCI) have urged the FM to increase the limit of deduction to ₹5 lakh.

Healthcare-Making it More Affordable & Accessible

Gautam Khanna, CEO, P.D. Hinduja Hospital & Medical Research Centre, Mumbai, remarked that healthcare access and affordability are still two of the biggest challenges before the common Indian. The challenges are even bigger for Indian families managing geriatric and long-term patient care.

The government may increase investment in early diagnostics and preventive facilities, especially in tier 2, 3 and rural regions to reduce healthcare disparties.

Incentivize Investments And Savings to Grow Overall Economy

The tax-paying and investor communities in India are seeking a significant increase in the Long-term capital gains (LTCG) tax-free threshold from ₹1.25 lakh ₹2.75-3.25 lakh. This will help in encouraging equity participation of Indians in the long run.

A significant majority of market participants have also urged the Finance Minister to restore the concept of indexation advantages of debt mutual funds that was withdrawn in the 2025 Budget.

Investment-Associated Deductions-Sections 80C And 80D

Additional budget 2026 expectations include innovative investment-associated deductions, higher Section 80C and 80D limits and stronger National Pension System tax incentives under Sections 80CCD(1), 80CCD(1B) and 80CCD(2). This would help salaried professionals of the country boost their retirement savings over a period of time.

Presently, there is a cap of ₹1.5 lakh on Section 80C deductions. Increasing it to ₹2.5-3.0 lakh would boost savings and investments.

Similarly, Section 80D deductions for health insurance premiums and preventive health check-ups should be significantly increased. This would reduce dependence on high-interest personal loans, ease household financial strain and prevent the drainage of emergency savings.

Would Higher Life Insurance Deductions Be Used To Offset Inflation?

Jude Gomes, MD & CEO, Ageas Federal Life Insurance, remarked policymakers should emphasize on retirement preparedness and long-term savings among Indians. Gomes added it’s time to revisit the present ₹2.5 lakh annual premium threshold for Unit Linked Insurance Plans (ULIPs) to stay relevant with inflation and rising income levels.

Cash Gifts From Friends Or Non-Relatives-Would Limits Be Increased?

Presently, cash gifts received from colleagues, friends or non-relatives on any occasion are tax exempted up to an aggregate limit of ₹50,000 in a financial year. Gifts over this limit are taxed as ‘income from other sources’. Taxpayers suggest that the tax-free limit for such gifts should be raised to at least ₹1.5-2.5 lakh.
