PUC Certificate: The West Bengal government has tightened the rules for automobile and motorcycle owners seeking Pollution Under Control (PUC) certificates for their vehicles. Before getting a PUC certificate, vehicle owners must pay any outstanding taxes and fines. According to the new law, if the taxes and fines are not paid, the vehicle will not be issued a PUC certificate. The state government claims that thousands of vehicles, both private and commercial, have not paid the fines levied to them for traffic regulation infractions.

Why this is happening?

To get a PUC certificate, the state government has ordered that all automobiles be present at emission testing centres for real-time tailpipe emission testing. These steps have been implemented to establish a transparent PUC certificate issuance procedure and to keep vehicular emission-driven pollution under control.

From the government about PUC Certificate

West Bengal Transport Minister Snehasis Chakraborty stated that the state government has strengthened the law requiring all car owners in the state to obtain a Pollution Under Control certificate in order to increase transparency. The new rule will go into effect throughout the state on November 1, 2023. There have been reports that many vehicle owners obtained PUC certificates without having their vehicles tested for emissions. As a result of such violations, many automobiles are still on the road while emitting more toxins into the environment than is permitted. At the same time, the government is losing a significant amount of money that it is intended to receive in the form of taxation.
