Bihar News: Assembly Unanimously Approves Bill to Raise Quota for SCs, STs, and OBCs to 65%

Bihar News: The state Assembly has passed a bill during fourth day of winter session unanimously, to increase reservations for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs) from 50% to 65%. The amended bill now awaits approval from Governor Rajendra Arlekar to become law.

Cast wise reservation matrix:

The decision follows Chief Minister Nitish Kumar’s commitment to boost reservations in response to socio-economic data revealing widespread poverty across all castes in the state. The revised policy includes an increase in SC reservation from 16% to 20%, ST reservation from 1% to 2%, and OBC/EBC reservation from 30% to 43%, reaching a total state reservation of 75%.

Notably, the bill excludes the mandatory 10% reservation for Economically Weaker Sections (EWS) imposed by the central government.

Caste Survey report:

According to the Caste Survey report, of the state’s overall population of 13.07 crore, OBCs (27.13 per cent) and the extremely backward classes sub-group (36 per cent) account for a whopping 63 per cent, while SCs and STs combined make up barely over 21 per cent. Of the 2.97 crore families in Bihar, almost 94 lakh (34.13 percent) make less than Rs 6,000 a month in income.
