India removed from UN report on impact of armed conflict on children

United Nations Secretary-General Antonio Guterres has removed the name of India from his annual report on the impact of armed conflict on children. Guterres has cited the steps taken by the Government of India for better protection of children behind the removal of India’s name from the list.

Since 2010, India has been featured in the UN Secretary-General’s ‘Impact of Armed Conflict on Children’ report. The UN report also names Burkina Faso, Cameroon, the Lake Chad Basin, Nigeria, Pakistan and the Philippines for the recruitment and use of boys in armed groups. Including the name of India, the UN Secretary-General then referred to incidents such as the detention of boys by Indian security forces in Jammu and Kashmir for alleged links with terrorists or on grounds of national security.

Last year there were indications to remove the name

UN Secretary-General Guterres had indicated to remove India’s name from this list in last year’s report itself. He had said that he welcomed the participation of the Government of India with his Special Representative and that India’s name could be removed from the report in future.

What did UN say in its report?

In its 2023 report on children and armed conflict, the UN Secretary-General said, “In view of the steps taken by the government to better protect children, India’s name has been removed from the 2023 report.” Guterres said, the UN Special Representative had identified areas where work was to be done to ensure the safety of children in July 2022. For this, he had also conducted a workshop with the Government of India in Jammu and Kashmir in November last year.

Guterres said in his report, India has taken several steps on the suggestion of the Special Representative. These include training security forces to protect children, not using force on children, banning the use of pellet guns, and not detaining children or if they are, they should be kept for short periods of time. In his report, Guterres also mentioned the steps taken to prevent all forms of custodial abuse, the Juvenile Justice (Care and Protection of Children) Act and the Protection of Children from Sexual Offenses Act.
