Prime Minister Pushpa Kamal Dahal “Prachanda,” of Nepal, won the second-floor test and received a vote of confidence from parliament on Monday, less than three months after the new government was formed. Prime Minister Prachanda got 172 votes in the 275-member House of Representatives. 89 parliamentarians opposed him, while one politician abstained.
Votes for the prime minister were cast by his party, the CPN (Maoist Center), the Nepali Congress, the Rastriya Swatantra Party, the Janata Samajwadi Party, the CPN (Unified Socialist), the Janamat Party, the Loktantrik Samajbadi Party, and the Nagarik Unmukti Party, as well as the independent legislators Prabhu Shah, Amresh Kumar Singh, and Yogendra Mandal.
Nepal Workers and Peasants’ Party stayed neutral
While Nepal Workers and Peasants’ Party stayed neutral, MPs from the CPN-UML and RPP cast a vote against PM Dahal. Prachanda threw off the idea that he was confident he would easily win the House of Representatives’ vote of confidence on Sunday.
The seven-party alliance’s two remaining parties, the Rastriya Prajatantra Party and the CPN-UML, withdrew their support for Prachanda’s government, prompting the 68-year-old to ask for a vote of confidence.
They declined to back Prachanda’s suggestion to support Ramchandra Paudel, the president-elect of the Nepali Congress.
All parties, with the exception of the Rastriya Janamorcha and the Nepal Workers and Peasants Party, cast votes in favour of the government, and on January 10 Prachanda, who had been sworn in as the nation’s prime minister in December, easily passed the first-floor test with 268 votes.
According to a constitutional clause, the prime ministership can only be held by someone who has fifty percent of the members in the House of Representatives. PM Dahal needed at least 138 votes out of the 275 MPs.
On December 25, Dahal was elected prime minister with the help of organisations like the CPN-UML. He earned a resounding 268 votes for a vote of confidence on January 10.
