In a video message shared on X, Stalin remarked that the BJP is trying to make southern states lose their political strength while granting more political strength to northern states. The Tamil Nadu CM went on to remark that the state of Tamil Nadu and its people would not stay silent to this atrocity.

The Delimitation Dilemma: A Structural Imbalance in the Making?

In essence, delimitation refers to the redrawing of electoral constituencies based on population changes. The country had frozen the delimitation exercise until 2026 to encourage population control measures, especially in states that have lagged behind historically. Once the freeze gets lifted, the count of parliamentary seats allocated to each state will likely be recalibrated based on the latest census data.

This is where the southern states, including Tamil Nadu and Telangana, would find themselves at a disadvantage. A purely population-based delimitation would therefore shift political power northward, reducing the relative influence of the south in national decision-making.

Stalin is reinforcing an ideological legacy while also positioning himself as a key voice for southern interests. This is not merely a Tamil Nadu issue as it also resonates across states like Kerala, Karnataka, Telangana and Andhra Pradesh, all of which could face similar consequences.

On the other hand, proponents of strict population-based delimitation argue that democratic principles demand equal representation for equal numbers of people. From this perspective, any deviation from population proportionality could be seen as undemocratic.

Chief Minister Yogi Adityanath on Wednesday gave a major boost to the youth of Eastern Uttar Pradesh in the field of emerging technologies. He inaugurated the region’s first state-of-the-art Centre of Excellence (CoE), established at Maharana Pratap Institute of Technology (MPIT), run by Maharana Pratap Shiksha Parishad, with support from Tata Consultancy Services (TCS) Foundation.

In the presence of Tata Sons Chairman N. Chandrasekaran and TCS CEO K. Krithivasan, Chief Minister Yogi said, “In the last nine years, Uttar Pradesh has established itself not only as an infrastructure state but also as a manufacturing hub.”

CM Yogi said, “The transformation seen in Uttar Pradesh today was difficult to imagine nine years ago. Roads were poor, electricity supply was unreliable, and security was a concern. There was neither policy nor intent, and due to the lack of security and proper policies, investments did not come. Without investment, employment opportunities were also limited. That was the situation then, but today UP is progressing rapidly in every sector.”

Encouraging the youth, Chief Minister said that the closer they get to technology, the more they will master it. Once young people become proficient in technology, it will help them advance in education, healthcare, agriculture, industry, and innovation.

Chief Minister Yogi expressed gratitude to the Tata Group for supporting the establishment of the first Centre of Excellence in emerging technologies in Eastern UP. He said the centre will help meet current and future technological needs and provide a strong platform for Prime Minister Narendra Modi’s vision of a developed and self-reliant India.

The centre will focus on AI, machine learning, data science, cybersecurity, space technology, and 3D printing. It will prepare youth for global competition through technological advancement, research, innovation, startups, and technology transfer. It will also strengthen initiatives like Digital India, Startup India, and Make in India.

CM Yogi said, “The Centre of Excellence will act as a beacon of technology for youth, farmers, and women from Gorakhpur, Eastern UP, northwestern Bihar, and the Terai region of Nepal. It will contribute not only to the development of Eastern UP but also to India’s overall progress.”

He expressed satisfaction that the centre has been set up in a region once considered among the most backward in the state. Now, youth, farmers, and women will be empowered technologically and contribute to regional prosperity in line with the Prime Minister’s vision.

CM Yogi also highlighted the establishment and contributions of Maharana Pratap Shiksha Parishad. He noted that in 1932, during British rule, Mahant Digvijaynath Ji Maharaj founded the Parishad in Gorakhpur. It later played a key role in establishing Gorakhpur University by handing over two of its institutions to the government. Today, under the same Parishad, MPIT has received this advanced Centre of Excellence with Tata Group’s support.

Chief Minister said, “Once considered backward, Eastern UP is now emerging as a knowledge powerhouse with inspiration from Prime Minister Narendra Modi.” Gorakhpur currently has four fully functional universities, and recently a Software Technology Park has also been established with support from the Government of India.

CM Yogi said that in nine years, UP has emerged as an expressway state, with 55% of India’s expressways. The Ganga Expressway will soon be dedicated to the nation, increasing UP’s share to around 60%. A significant portion (65-70%) of the Delhi-Dehradun Economic Corridor, inaugurated by PM Modi, also passes through UP, benefiting the state.

Chief Minister Yogi Adityanath said, “Technology has unlimited potential across sectors, just like Uttar Pradesh. Technology can play a crucial role in harnessing the state’s potential. Due to a favorable environment created by the government, 55% of India’s mobile manufacturing is now happening in UP, generating large-scale employment. Around 55-60% of electronic components are also produced in the state. UP has over 96 lakh MSMEs, more than 32,000 large industries, and over 22,000 startups contributing to economic growth.”

Chief Minister said NCR has become a hub for IT, electronics, and mobile manufacturing, Kanpur is emerging as a leather and drone technology hub, and Eastern UP is becoming a hub for agri-tech and MSMEs. Lucknow is developing as a defence corridor. Similarly, a new industrial city, future-ready industrial township, and pharma park are being developed over 56,000 acres in Bundelkhand.

CM Yogi said artificial intelligence is essential in today’s world, and everyone must keep pace with it. He urged MPIT’s director and faculty to design certificate, diploma, and degree courses at the Centre of Excellence to help students achieve their goals.

After inaugurating the CoE with Vedic chants alongside Tata leaders, Chief Minister Yogi toured the building and laboratories. He reviewed facilities in AI labs, cybersecurity labs, drone technology labs, and 3D printing labs. He was informed that the CoE is based on the concept of “AI for All,” aiming to make technology accessible to every section of society.

Startups demonstrated their innovations at the event. Chief Minister Yogi Adityanath interacted with young innovators and encouraged them, stating that the centre will become a major hub for startup incubation and entrepreneurship development, accelerating innovation-driven growth in the region.

During the event, CM Yogi, Tata Sons Chairman N. Chandrasekaran, and other dignitaries unveiled MPIT’s Vision Document and the “Inclusive AI for UP” Vision Document. MoUs were also exchanged between MPIT and various institutions.

CM Yogi also launched “AI for All,” a 21-hour online cybersecurity awareness program, and the “AI for Farmers” course in collaboration with TCS iON.

MPIT Director Sudhir Agarwal, in his welcome address, elaborated on the objectives and goals of the Centre of Excellence. Yogi government’s initiative: ‘Water Conservation Campaign’ to begin from schools

The government led by Yogi Adityanath has taken a decisive step toward water conservation by linking it directly with schools. Under the ‘Jal Shakti Abhiyan’, a ‘Jal Pakhwada’ (fortnight) will be organized from April 16 to 30 in all schools and educational institutions across the state.

Through this initiative, lakhs of students will not only become aware of water conservation but will also actively take responsibility for saving water. The effort aims to make water conservation a collective public responsibility, starting from classrooms and extending its impact across society.

A key feature of the campaign is its robust monitoring system. All schools have been mandated to submit daily online reports of activities. Through a tracker, details such as the number of participants, activity descriptions, and photo/video uploads will be recorded.

At the district level, Basic Education Officers have been designated as nodal officers to ensure accountability. The government intends to transform the water conservation drive into a mass movement, fostering a lasting mindset and behavioral change toward saving water.

During the Jal Pakhwada, schools will be developed as centers for water conservation. Workshops on the subject will be organized with participation from departments such as Jal Nigam, Panchayati Raj, Basic Education, and Health. Additionally, a ‘water pledge’ will be administered daily during school assemblies, and awareness about water conservation will be spread among students and parents to ensure the campaign reaches every household.

To encourage active participation, activities such as essay writing, debates, quizzes, drawing, and other creative competitions will be organized, helping instill sensitivity and responsibility toward water conservation among students. Special drives will also be conducted in each school to clean drinking water sources and storage facilities.

Water quality will be tested through Jal Nigam laboratories, with necessary purification measures ensured. The campaign will also include photo exhibitions on water conservation, interactive sessions with students and parents, and public awareness activities, making it a strong medium for behavioral change.

BJP-led Centre’s move to open BBMB posts is attempt to capture Punjab’s river waters: Baltej Pannu

Aam Aadmi Party (AAP) Punjab State Media In-charge Baltej Pannu on Wednesday criticised the BJP-led Central Government over recent changes in the Bhakra Beas Management Board (BBMB), stating that the move reflects a larger attempt to take control of Punjab’s river waters and weaken the state’s rightful authority over its resources.

Addressing a press conference in Chandigarh, Baltej Pannu said that Punjab has a long history of facing injustice but has always responded with resilience, even as certain leaders from within the state weakened its position in the past. “The story of injustices against Punjab is long, but the people of the state have always fought back with double the strength. Unfortunately, in the past, some leaders from Punjab itself, played a role in weakening the state’s interests,” he said.

The AAP Punjab State Media In-charge stated that the Centre’s decision to open key BBMB posts to applicants from across the country goes against the spirit of the Punjab Reorganisation Act, 1966, and subsequent arrangements made during the formation of BBMB. “Under the Punjab Reorganisation Act, 1966, and later in 1976 when BBMB was formed, these crucial positions were meant for Punjab. Now, the Centre wants to take control by planting its own officers,” he said.

Linking the development to a broader agenda of exploiting Punjab’s water resources, Baltej Pannu pointed out that Haryana had already exhausted its allocated share of water last year and later demanded additional supply. “Chief Minister Bhagwant Mann made it clear, if Haryana failed to use its share properly, it is their fault, not Punjab’s. Even this year, Punjab repeatedly advised Haryana to use water judiciously,” he said.

Baltej Pannu further stated that there are attempts to remove existing officials and replace them with individuals aligned with the Centre to influence decisions related to Punjab’s waters. He emphasised that Punjab has already borne the burden of excessive groundwater extraction and its consequences. “Punjab has already suffered immensely, our groundwater has been depleted due to paddy cultivation, and people are battling serious diseases like cancer due to pesticides,” he said.

Recalling the history of the SYL canal issue, Baltej Pannu said that previous Congress and Akali governments made decisions that went against Punjab’s interests. He referred to agreements during former Chief Minister Darbara Singh’s tenure, land allocations under Parkash Singh Badal, and the foundation-laying ceremony conducted by then Prime Minister Indira Gandhi, noting that such decisions led to unrest in the state. “Punjab witnessed unrest due to these decisions, and people have not forgotten,” he added.

Praising the firm stand taken by CM Bhagwant Mann, Baltej Pannu said that the Punjab Government has consistently defended the state’s rights on water sharing. “Mann Sahib has consistently taken a firm stand on SYL. He rightly said if it is Satluj-Yamuna Link, then Yamuna water should first reach Punjab,” he said.

Highlighting the Bhagwant Mann Government’s efforts in strengthening irrigation infrastructure, Baltej Pannu said that canal water usage has seen a sharp rise in recent years, reducing dependence on groundwater. “Canal water usage has increased from 22% in 2022 to nearly 80% today, and will soon reach 90%. Groundwater levels have started improving in several areas,” he said.

Baltej Pannu also stated that there are simultaneous attempts to weaken Punjab politically by targeting institutions and raising disputes over key issues. “Those who once belonged to Congress and are now in BJP, like Captain Amarinder Singh, Sunil Jakhar, and Ravneet Bittu, must clarify whether they stand with Punjab or not,” he said.

Reiterating the Bhagwant Mann Government’s commitment to safeguarding the state’s rights, Baltej Pannu said that all possible steps will be taken to oppose the Centre’s move. “Whether it requires legal action, approaching the Supreme Court, or raising the matter at every platform, we will fight to protect Punjab’s rights. Punjab will not bow down to such conspiracies,” he said.

OPD and IPD services started at Community Health Centre, Lehragaga

Punjab Cabinet Ministers Harpal Singh Cheema, Dr. Balbir Singh and Barinder Kumar Goyal today inaugurated OPD and IPD services at the Community Health Centre (CHC), Lehragaga. This marks the first step toward the Punjab Government’s historic decision to establish a Medical College and Hospital at Lehragaga, while also ensuring immediate access to healthcare facilities for the public.

The CHC, which was previously in a dilapidated condition, has now been renovated and upgraded. With the availability of specialist doctors, OPD and IPD services have been made operational. This facility will benefit Lehragaga as well as nearby villages and towns within a radius of 50 kilometers.

Addressing a press conference at CHC Lehragaga, Cabinet Minister Harpal Singh Cheema said that these medical services will be managed by the Janhit Trust’s unit, Acharya Vidyanand Jain Institute of Medical Sciences and Research. He added that this initiative will establish Lehragaga’s identity not only in Sangrur but across the world.

On this occasion, Health Minister Dr. Balbir Singh clarified that the institution is not being handed over to private hands in any form. The government remains committed to providing better healthcare services to the people. The services have been entrusted to the Janhit Trust’s unit, whose sole objective is to serve humanity and not to earn profit.

The Health Minister further stated that due to the relentless efforts of the Punjab Government, the closed Baba Hira Singh Bhattal Institute of Engineering and Technology is being revived as a Medical College and Hospital. This medical college will cater to both Moonak and Khanauri regions and hospitals in these areas will also function under its framework.

He added that earlier the region faced a severe shortage of specialist doctors and healthcare facilities, but under the leadership of Chief Minister Bhagwant Singh Mann, special focus is being given to this area. The establishment of the medical college and hospital will not only improve healthcare services but also accelerate economic development and generate large-scale employment opportunities. The Health Minister also honoured the specialist doctors who will be serving at the Community Health Centre.

On this occasion, Cabinet Minister Barinder Kumar Goyal expressed gratitude to Finance Minister Harpal Singh Cheema and Health Minister Dr. Balbir Singh for their support in bringing the medical college project to this stage.

He further informed that nursing classes will begin at the medical college next year, along with MD and MS courses.

The Minister said that earlier many capable students from the region could not pursue careers in medicine due to a lack of facilities, but now they will be able to fulfill their dreams.

He emphasized that in the past, due to the absence of emergency services, people often had to travel to Sangrur or Patiala, sometimes resulting in loss of lives due to delays. Now, such situations will be avoided with improved medical facilities available locally.

He also stated that admissions and seat allocation in the upcoming medical college, to be established by the Jain community, will strictly follow the guidelines and notifications issued by the State Government. The fee structure for all categories will also be regulated as per government norms.

The medical college will be established with an intake capacity of 100 MBBS seats and a minimum of 440 beds. The objective is to provide quality medical education to residents and to develop Punjab as a hub of medical education.

The Bhagwant Mann Government’s Mukh Mantri Sehat Yojana (MMSY) has emerged as one of India’s most expansive public healthcare protection schemes, providing universal cashless medical coverage of up to ₹10 lakh per family per year across Punjab.

The scheme has expanded rapidly since rollout, with around 39 lakh Sehat Cards already issued, and enrollment continuing across districts through Camps, CSC Centres, Suvidha Kendra, and Public Entities. According to recent government updates, the programme is designed to cover around 65 lakh families, benefiting nearly 3 crore residents of Punjab.

On this, Health Minister Dr Balbir Singh said, “The Mukh Mantri Sehat Yojana is a major step toward financially protected healthcare, enabling families to access critical and life-saving treatment without upfront costs. Residents are encouraged to register early to ensure uninterrupted access to cashless healthcare when needed most.”

The Health Minister informs, “The objective is to move Punjab towards a universal cashless and digitally integrated healthcare ecosystem, thus ensuring that there are no delays in treatment due to financial constraints.”

The scheme integrates more than 2,300 empanelled procedures and provides treatment across more than 850 government and empanelled private hospitals in Punjab and Chandigarh, ensuring wide access to advanced care. Major treatments covered include cardiac procedures, cancer care, dialysis, orthopaedic surgeries such as knee replacements, neonatal care, and long-term chronic disease management, all delivered cashlessly within approved package rates.

As per official data, over 1.09 lakh beneficiaries have already availed treatment worth nearly ₹340 crore under the scheme in the 2026 policy year, reflecting early adoption and utilisation across districts.

The Sehat Card benefits every family in Punjab regardless of caste, religion, gender, or economic background. However, several myths persist that need clarification.

Myth 1: It is just a continuation of older schemes

Fact: It is an expanded universal coverage model, increasing benefits from ₹5 lakh to ₹10 lakh per family annually with broader eligibility.

Myth 2: Only poor families are eligible

Fact: It is a universal health programme for all eligible residents.

Myth 3: Cashless treatment has hidden costs

Fact: Treatment is fully cashless within approved government package rates, including surgery, diagnostics, hospitalisation, medicines, and post-care at government and empanelled private hospitals.

Fact: It is valid across hundreds of government and empanelled private hospitals in Punjab and Chandigarh.

Myth 5: Coverage is symbolic

Fact: It provides up to ₹10 lakh annual coverage with over 2,300 treatment packages.
