The Delhi Police team was in Himachal Pradesh to arrest three Youth Congress members who were arrested in connection at the AI Summit’s shirtless protest. Interestingly, Delhi Police had a transit remand from Additional Chief Judicial Magistrate but it still was detained for about 5 hours.

The three accused and Delhi Police members were taken to the residence of Ekansh Kapil, the Additional Chief Judicial Magistrate, at 1:30 am after they underwent medical examinations in Shimla’s Deendyal Upadhyay Zonal Hospital before they resumed their journey.
On Early Thursday morning, the Delhi Police team was detained yet again by HP Police at Kanlog. The Delhi Police team members were asked to make a return back to the national capital with the three accused. The remaining Delhi Police team members were asked by the HP Police to cooperate and stay back with the investigation team. Sandeep Dutta, advocate for the accused, claimed the transit remand issued was not valid based on the lack of proper documentation and illegal detention.
Advocate Nand Lal, representing the Delhi Police, remarked that the transit remand application was duly approved and presented. The three accused – Saurabh, Siddharth and Arbaz – were intercepted in Shimla and produced subsequently before a local court.

On February 20, the “shirtless protest” at Bharat Mandapam evoked nationwide outrage and a significant security response. Delhi Police invoked a series of criminal charges including rioting as well as promoting enmity under the concerned provisions of the Bharatiya Nyaya Sanhita (BNS).
