In Punjab, that struggle is now slowly turning into recovery, as thousands of patients suffering from severe knee pain are getting life-changing surgeries under the Bhagwant Mann Government’s Mukh Mantri Sehat Yojana (MMSY), a scheme that is making advanced treatment cashless and widely accessible.

For an ageing Sukhwinder Kaur, this shift brought immediate relief. “I had knee pain for two to three years. Some days I could barely walk,” she said. “Now after surgery, I feel very happy. Sehat card has given me my life back. I will now walk without pain.”

At 67, Paramjit Kaur from Punjab had almost stopped moving freely. Even crossing a room had become painful, and standing for a few minutes felt unbearable. For nearly a year, her life was defined by restricted movement and constant discomfort caused largely by osteoarthritis.

Her turning point came unexpectedly when her son, Jaswinder Singh, discovered the Sehat scheme through social media. “I learnt about the Mukh Mantri Sehat Yojana online. It took me a few days to arrange the documents,” he said. “Once we registered, the surgery was done. The doctors were very helpful, and my mother is now much better.”

Paramjit Kaur is now among thousands across Punjab who are regaining mobility through free knee replacements.
In just three months, nearly 4,600 knee replacement surgeries have been conducted under Mukh Mantri Sehat Yojana, reflecting a sharp rise in patients opting for treatment that was earlier delayed due to high costs.

Doctors say the change is clearly visible in hospitals. “We are seeing a surge in knee and hip replacement cases,” says Dr Karan Chopra, orthopaedic surgeon, Civil Hospital Barnala, “Most patients suffer from osteoarthritis, which damages cartilage and causes stiffness and severe pain.”

He explains that knee replacement surgery replaces damaged joint surfaces with metal and plastic components, restoring movement and reducing pain. “Earlier we used to perform around 80 surgeries a month. Now it is around 120 to 130,” he says.

One major reason for this increase is affordability. A knee replacement earlier cost between ₹50,000 to ₹1 lakh, forcing many patients to delay surgery for years.
“Previously, people were reluctant because of the expense,” Dr Chopra adds. “Now, with Aadhaar, voter ID, and Sehat card registration, the treatment is cashless. Patients do not have to pay.”

Similar stories are emerging from across Punjab. In Bathinda, Randhir Singh underwent knee surgery at AIIMS, while in Tarn Taran, Rajvinder Kaur received treatment at a district hospital under the same scheme. Families say the financial relief allowed them to choose treatment without hesitation. “My mother was in severe pain and could not do basic household work,” said Sehajpreet, Rajvinder’s daughter. “Because of the Sehat card, we did not worry about the cost. We are grateful such a scheme exists,” she added.

What is unfolding across Punjab is not just a rise in medical procedures, but a change in approach to pain itself, where treatment is no longer delayed due to cost, and mobility is no longer out of reach. In hospitals, the sound of helplessness is gradually being replaced by the sound of people walking again.

Punjab’s war on gangsters is no longer confined to encounters and arrests: it is being decisively pushed to the state’s edges, where a silent but far more strategic battle is underway.

Under “Gangstran Te Vaar,” the Punjab Police is aggressively strengthening the “second line of defence” — a deep, technology-driven security grid designed to choke the very lifelines of organised crime networks operating with cross-border linkages.

While the Border Security Force (BSF) continues to guard the international boundary, Punjab Police is ensuring that even if contraband slips through, it doesn’t travel far.

And increasingly, the numbers reflect that intent.

Over 2291 CCTV cameras have been installed at 585 locations along the border belt as part of this second line, creating a dense surveillance net across vulnerable villages and transit routes. In addition, 41 police stations in the border districts have been brought under CCTV coverage: feeding into a broader ecosystem of monitoring and response.

But this is not just about expanding surveillance, it is about making it count.

On the ground, checkpoints (Nakas) have become sharper and less predictable, backed by real-time intelligence. Vehicle checks are no longer routine but targeted. Anti-drone vigilance has been intensified, especially in districts that have seen repeated drops of arms and narcotics.

“The second line of defence is where the chain is effectively broken. While border sealing remains the first layer, any breach that occurs is swiftly intercepted within our jurisdiction. Our nakas are no longer routine checkpoints; they are intelligence-led, positioned and operated on the basis of verified inputs,” said Suhail Qasim Mir, SSP, Amritsar Rural.

“Simultaneously, village-level defence committees and local networks are closely integrated into the security framework, ensuring that ground-level movement does not go unnoticed. We are also continuously strengthening critical infrastructure, surveillance systems, mobility, and rapid response mechanisms, so that this layer functions both as a deterrent and a disruption point for any criminal activity,” he added.

Underlining the shift, the Director General of Police (DGP) Gaurav Yadav said the strengthening of the second line is central to the state’s anti-gangster strategy. “We are building depth in our policing. The focus is on dismantling the entire ecosystem, from cross-border supply to last-mile delivery. The second line of defence ensures that even if an attempt is made, it is detected early and neutralised swiftly,” he added.

For seasoned observers of Punjab’s policing landscape, this marks a clear shift. The focus is shifting from reacting to crimes to disrupting the logistics that enable them.

Because every drone drop intercepted, every suspicious vehicle flagged, every movement tracked through the CCTV grid directly weakens the ecosystem that sustains gangsters, many of whom operate remotely, often from abroad.

There is also a quieter but equally critical layer to this effort. Border villages are no longer being treated as vulnerable fringes but as active partners in policing. Local intelligence is being systematically integrated into the policing framework, with village-level vigilance and community networks increasingly feeding actionable inputs into the intelligence grid, significantly strengthening the depth and responsiveness of the second line of defence.

The strategy is layered, deliberate, and far more disruptive than visible crackdowns. If earlier the question was who pulled the trigger, today the focus is sharper: how did the weapon reach there in the first place.

As “Gangstran Te Vaar” gathers pace, Punjab’s second line of defence is emerging as its most decisive front, an unseen wall that doesn’t just stop threats, but systematically suffocates the networks behind them.

Punjab Chief Minister Bhagwant Singh Mann on Thursday called upon people across the state to actively participate in Census 2027 by completing their self-enumeration and registering Punjabi as their mother tongue, emphasising that crucial policy decisions on Punjab’s socio-economic development depend on accurate census data.

Completing his own self-enumeration at his native village Satauj through the official online Census portal, CM Bhagwant Singh Mann set the tone for a citizen-led, technology-driven census process. He said, “Several key decisions related to the socio-economic development of Punjab depend on census data. It is crucial that people come forward and register Punjabi as their mother tongue to ensure accurate representation.”

Launching the first phase of Census 2027, titled “House Listing and Housing Census”, CM Bhagwant Singh Mann highlighted the Bhagwant Mann Government’s push toward digital inclusion. He stated, “By completing my self-enumeration through the official online portal, I want to demonstrate that this process is simple, accessible, and citizen-centric. This is an important initiative to encourage people to actively participate in the digital census process.”

CM Bhagwant Singh Mann urged residents across Punjab to embrace this technology-driven exercise and contribute actively. He said, “My participation is meant to set an example so that people across the state provide accurate and timely information. I appeal to all residents to make maximum use of the self-enumeration facility available from April 30 to May 14 and contribute toward building a comprehensive and reliable national database.”

Emphasising the importance of reliable data, he stated, “A robust database is essential for effective planning and policy formulation. Accurate census data forms the backbone of governance, ensuring that welfare schemes, infrastructure development, and equitable distribution of resources reach every section of society.”

Highlighting the benefits of digital enumeration, CM Bhagwant Singh Mann said, “Self-enumeration is a key feature of Census 2027, allowing individuals to conveniently fill in their demographic and socio-economic details online. This initiative enhances transparency, improves efficiency, and ensures greater accuracy of data.”

He further added, “The digital approach reduces dependence on manual processes, enables faster data collection, and strengthens the integrity of the national database.”

Outlining the next phase, CM Bhagwant Singh Mann said, “The first phase of Census 2027 will also include door-to-door surveys from May 15 to June 13, 2026. During this period, 33 questions related to housing conditions, amenities, and assets will be asked, and every household will be counted to ensure that no family is left out of this important national exercise.”

Punjab Chief Minister Bhagwant Singh Mann on Thursday laid out a comprehensive roadmap for sustainable agriculture and long-term water conservation, calling upon farmers across Punjab to shift decisively towards canal-based irrigation and reduce excessive dependence on groundwater.

Interacting with villagers during his visit to his native village, CM Bhagwant Singh Mann underlined that Punjab’s future is inseparably tied to its water resources and that preserving them is both an urgent necessity and a collective responsibility. “Punjab’s very existence is intrinsically linked to its water, and preserving it is not merely a policy priority but a moral responsibility,” CM Bhagwant Singh Mann said, while announcing that canal water will be made available from May 1 itself for the upcoming paddy season, marking a significant shift from conventional irrigation schedules.

He added, “This is the first time in Punjab’s history that canal water is being released from May 1 to benefit farmers ahead of the paddy sowing season.”

Highlighting the scale of the initiative, CM Bhagwant Singh Mann said that 21,000 cusecs of water has already been released into the canal network to facilitate early irrigation. “We are committed to ensuring that every single drop of water is conserved and utilized efficiently,” he stated.

Reaffirming Punjab’s rights over its water, CM Bhagwant Singh Mann said, “Punjab has neither shared any water with other states nor allowed any flow towards Pakistan, ensuring that the entire allocation is utilized for the benefit of our farmers.” He pointed to the alarming depletion of groundwater due to decades of over-extraction and stressed the need for an immediate shift in approach.

“Groundwater is a precious and finite resource that must be preserved for future generations. The time has come for a collective shift in mindset. Canal water is not just an alternative, it is the sustainable future of Punjab’s agriculture,” CM Bhagwant Singh Mann said, urging farmers to reduce reliance on tube-wells.

Detailing the government’s efforts, CM Bhagwant Singh Mann said, “Since March 2026, ₹6,700 crore has been spent on irrigation projects across Punjab, with approximately 14,000 kilometers of pipelines and watercourses laid to ensure efficient water distribution and minimize losses.” He added that before the current paddy season, an additional 4,000 kilometers of watercourses and 3,000 kilometers of pipelines will become operational.

“The 21,000 cusecs of water being released will also help test these systems, identify bottlenecks, and address deficiencies. The scale of this infrastructure development is unprecedented and reflects our commitment to modernising Punjab’s irrigation network,” CM Bhagwant Singh Mann said.

Underscoring the magnitude of the effort, the Chief Minister noted, “The volume of water being released is equivalent to two Bhakra canals, which will provide immense relief to farmers and significantly reduce dependence on groundwater.” He further added that the initiative will aid groundwater recharge through dedicated schemes, ensuring long-term sustainability.

“It is not just about the current crop cycle, it is about securing the future of Punjab’s agriculture and ensuring that coming generations inherit a sustainable ecosystem,” he said.

Expressing a deep personal connection, the Chief Minister said, “This is my village, my people. I know everyone here personally, and that makes this visit even more special.” He appealed directly to villagers, stating, “Do not extract excessive groundwater through tube-wells. Every drop saved today will safeguard our tomorrow.”

Highlighting further measures, CM Bhagwant Singh Mann said that groundwater recharge points have been established at intervals of every 20 meters along canal networks to enhance natural replenishment of underground water reserves.

On the legislative front, CM Bhagwant Singh Mann described the passage of the Jaagat Jot Sri Guru Granth Sahib Satkar (Amendment) Bill, 2026 as a historic step. “This law ensures stricter punishment for acts of sacrilege and sends a clear message that any attempt to desecrate sacred texts will not be tolerated under any circumstances,” he said. He added, “Such acts are not merely crimes against religion but offenses against humanity, often aimed at disturbing peace and harmony.”

“With this law in place, those found guilty will face exemplary punishment. It will act as a strong deterrent and ensure that such heinous acts are not repeated,” CM Bhagwant Singh Mann stated, while reaffirming that the teachings of Sri Guru Granth Sahib Ji continue to guide society towards righteousness and unity.

Announcing another major reform, CM Bhagwant Singh Mann said, “The Punjab Government has taken a historic decision to shift high-tension electricity wires passing through agricultural fields underground.” He informed that the project is currently in the execution phase and will soon begin as a pilot initiative.

“This will eliminate risks to human life, prevent crop damage, and remove constraints on agricultural operations. It will be a game-changer for farmers,” CM Bhagwant Singh Mann said, adding that the pilot will begin from his native village, covering around 413 tube-wells and 1,100 electricity poles spread across 2,000 acres.

Reiterating the broader vision, CM Bhagwant Singh Mann said, “Our goal is clear, to empower farmers, conserve natural resources, and build a prosperous and sustainable Punjab. Every decision taken by the Punjab Government is guided by the welfare of our people and the legacy we leave for future generations.”

One of the most awaited proposals currently under discussion is a substantial increase in the minimum pension under the Employees’ Pension Scheme (EPS-95). At present, the minimum pension stands at Rs 1,000 per month. The government is reportedly considering raising this amount to Rs 7,500 per month.

Interest Rate And Easier Withdrawals

Alongside pension reforms, EPFO is also expected to maintain an interest rate of 8.25% for its subscribers. This proposal is currently awaiting clearance from the Finance Ministry. Once approved, the interest will be credited to EPF accounts, offering stable returns in an otherwise volatile financial environment.

Another forward-looking move is the introduction of ATM-based withdrawals for PF accounts. This feature aims to reduce delays and make it easier for members to access their funds in times of need. EPFO’s recent performance data reflects a strong push toward efficiency and scale. In the financial year 2025–26, the organisation settled 8.31 crore claims, a significant jump from 6.01 crore in the previous year.

A large portion of these (5.51 crore) claims were related to advance or partial withdrawals. This indicates that more members are actively using their EPF accounts not just for retirement, but also for short-term financial needs. Around 71.11% of advance claims were settled within just three days, compared to 59.19% last year. This acceleration has been driven largely by automation and reduced manual intervention.

Under the Promotion and Regulation of Online Gaming Act, 2025, a unified regulatory framework would be effective from May 1. LPG Prices and delivery

It is expected that the prices of domestic and commercial cylinders may be upwardly revised with effect from May 1.
