Jammu and Kashmir: The Centre announced they will lift restrictions on high-speed 4G internet services in one district each of Jammu and Kashmir divisions after August 15 on a trial basis.

Attorney General K.K Venugopal informed that a special committee based on the top court’s May 11 directions to analysis restrictions on mobile internet speed in J-K took inputs from security forces and local agencies before concluding on August 10 that threat perception due to terrorist activities in the Union territory continues to be high.

“Overall situation is still not conducive to lift the restrictions in J-K,” Venugopal said.

According to Venugopal, the step will be reviewed periodically every week.

Earlier the Supreme court was hearing a plea by Foundation for Media Professionals, a non-government organisation, in June seeking to start contempt proceedings against the Centre and J-K administration for the failure to comply with the top court’s May 11 directions to review restrictions on mobile internet speed in the union territory.

“This is a good stand by the respondent,” justice R Subhash Reddy, who was on the bench, remarked.

“This is a step forward,” petitioner’s counsel Huzefa Ahmadi acknowledged.

However, the court asked the Centre to respond to an interim application by the petitioner which pointed out that the government is not publishing on public domain, copy of orders reviewing internet restrictions.

In its final hearing, the court had said that the Centre should increase the probability of restoring 4G mobile internet services in Jammu and Kashmir in view of the statements of GC Murmu, the former lieutenant governor of the Union territory, backing the restoration.

“L-G Murmu has said that there is no difficulty in restoring 4G. You have to give an explanation to that,” justice R Subhash Reddy told solicitor general Tushar Mehta, who appeared for the Jammu & Kashmir administration, last Friday.

India vs Pakistan clashes in ICC meeting, no decision for the President’s post

Some ICC members and the Pakistan Cricket Board (PCB) want the new ICC Chairperson to be elected on a two-thirds majority basis, while most members – including India, England and Australia – believe the process to be a simple majority. Should be on the basis only.

The meeting took place on this matter on Monday. The outcome of the meeting through teleconferencing did not yield any results. Sources say, ‘The ICC has 17 votes. Two-thirds would mean the winner gets 12 votes, while a simple majority will win 9 votes.

There are 11 members of the governing body comprising India, England, Australia, South Africa and seven others on one side and interim chairman Imran Khwaja, independent director Indra Nooyi, three associate members and the Pakistan Cricket Board on the other side.

A person closely watching the case said, ‘Actually, there is a competition going on between India and Pakistan in the ICC. Now it is up to the BCCI to decide what they want to do.

There is no clear definition in the ICC on what the election process should be like. Sources said, “In such circumstances, the board can pass a resolution with a simple majority.” It is part of the constitution of the ICC. So they can resolve this issue if they want. ‘

Not conducting final year exams would not be in favour of students: UGC tells SC

The coronavirus pandemic has created an unprecedented environment for final year students. At a time when they were supposed to prepare for interviews, join internships and plan future, students remain uncertain about their final year examinations. While many states are waiting for the Union Grants Commission(UGC) to find a midway solution, Delhi and Maharashtra governments have already announced to cancel the exams of final year students of state universities. This has led to a tumultuous situation between the said state governments and UGC.

According to a report of Press Trust of India, the UGC in the Supreme Court on Monday cautioned against the decisions of Delhi and Maharashtra state governments, saying they went against the rules. Solicitor General Tushar Mehta informed a bench of judges headed by Justice Ashok Bhushan that states do not have the authority to change the rules of the University Grant Commission. He also added that only the commission is facilitated to set rules and regulations for awarding degrees.

The apex court was hearing the pleas which have challenged the UGC’s July 6 order to all the universities and colleges to conduct final year examination by September 30.

During the hearing, Mehta argued that not conducting exams would not be in the favour of final year students and students may face an uncertain future if the regulator refuses to accept the degree provided without proper evaluation.

“If states decide not to hold examinations and promote students, and if UGC refuses to recognise the degress awarded without examination, it is the students who will face hardship,” Mehta said in his plea.

Meanwhile, the petitioners against the UGC’s directives to hold exams by September 30 have argued that the states can to cancel the final year exams under the power conferred on them by the Disaster Management Act.
Hearing the pleas, the bench of judges headed told UGC: “You apply your mind to the play of DM Act on holding of examinations and we will hear the matter on Friday.”

Russia to launch world’s first covid vaccine on Wednesday

Russia has been working dedicatedly to develop a coronavirus vaccine for quite some time now. In the latest, it has been reported that Russia is all set to register the world’s first covid-19 vaccine on Wednesday. The country will start mass vaccination in October this year. While the development might bring hope amid the increasing coronavirus outbreak, it should be noted that the vaccine hasn’t been clinically proven completely.

Safety concerns over the vaccine has been raised from several quarters including the WHO. Its fast-track approach has also been questioned by Dr Anthony Fauci, the top US infectious disease specialist.

The Covid-19 vaccine that the country is planning to register this week has been developed jointly by the Gamaleya Research Institute and the Russian Defence Ministry.

“The available data of laboratory and instrumental studies allow us to speak about the safety and good tolerance of the vaccine,” the defence ministry said in a statement.

WHO has said all vaccine candidate should go through full stages of testing before launching itself into the market.

Of the six Covid-19 vaccine candidates that have reached the Phase 3 level according to the WHO, three are from China and the other three, include the ones developed by the University of Oxford and AstraZeneca, Moderna, and one jointly developed by Pfizer and BioNTech.
