Delhi’s winter pollution rules came into force on Sunday, November 1, and will stay in place until January 31, 2027. The measures are meant to get ahead of the smog season, not wait for air quality to hit emergency levels. But the question every resident is asking is whether the city will actually breathe easier.

What Is Banned

Vehicles registered outside Delhi that do not meet BS-VI emission standards are barred from entering the capital. Reports say this affects around ten lakh older petrol and diesel vehicles from nearby cities like Noida, Gurugram, Faridabad and Ghaziabad. BS-VI, CNG and electric vehicles are allowed, along with ambulances, fire tenders, police vehicles and other exempt categories.

Dust-generating demolition and outdoor construction are also banned, except for essential public infrastructure projects. Finishing, plumbing and electrical work can continue if dust-control rules are followed. From December 20 to January 20, all construction and demolition work, including indoor activity, is stopped. Parking fees have also been raised.

Work From Home

Government and private offices must keep physical attendance at no more than 50 percent, with the rest working from home. Private offices are urged to use staggered hours, carpooling and public transport. Hospitals, fire services, public transport, electricity, water, sanitation and disaster management agencies are exempt.

Will It Work?

These steps target two big local sources of pollution, vehicle exhaust and construction dust. Fewer cars and less dust should help, especially on bad days. But Delhi’s winter smog also depends on things the city cannot control, like wind speed, temperature and crop burning in neighbouring states. Local curbs can reduce the problem, not remove it.

Enforcement will matter just as much. Checking vehicles at borders, policing construction sites and making sure offices really follow the attendance rule will decide whether the rules make a difference.

The BJP’s Counter-March

The BJP objects to the date. November 1 falls within the days of the 1984 anti-Sikh riots that followed Indira Gandhi’s assassination. Delhi BJP president Harsh Malhotra says the Congress has hurt Sikh sentiments and should apologise first. The BJP’s march begins at 11 am in Hari Nagar, a Sikh-majority area, led by Union minister Hardeep Singh Puri, with around 5,000 people expected, including families of riot victims. Delhi minister Manjinder Singh Sirsa has also sharply attacked Rahul Gandhi over the timing. The Congress has not been quoted in the reports reviewed here responding directly to the apology demand.

Security and Traffic

INDIA Bloc Protest: Thousands of police and paramilitary personnel have been deployed, with reports putting the number between 4,000 and 10,000. Traffic restrictions are in force from 10 am to 5 pm, with diversions at about 10 major intersections. Congress has alleged that pollution-related GRAP restrictions effective from November 1 were meant to obstruct supporters. Sirsa rejected this, saying the decision was made six months ago.

The ECI’s Position

The Election Commission of India (ECI) rejects the claims, according to The Logical Indian. In a recent Supreme Court affidavit, it said all SIR decisions were unanimous and that Form 6 was not amended. Earlier reports of dissent by two Election Commissioners fed opposition attacks in September.

Dainik Bhaskar reports that eight Ajabgarh villas were allegedly bought in the names of the officer, identified as Agrawal, and his wife at about Rs 16.5 lakh each. Four more were registered in the names of their sons at around Rs 15 lakh each. Another four were reportedly registered in the names of his parents-in-law at about Rs 16.5 lakh each.

The Value Of The Properties

Based on the reported prices, the report puts the combined value of the 36 properties at about Rs 5.52 crore. That figure holds only if the stated prices are accurate.

The Finance Department Link

According to the ACB, as cited by Dainik Bhaskar, the Finance Department issued a special concessional financial package to Goyal Fashions Private Limited on March 27, 2026. Investigators also found information indicating that 20 villas were registered in the names of Agrawal and his family members on the same date.

What Remains Unclear

The report does not say whether the package and the registrations are connected, and it does not say how the ACB views any link. The officer’s response was not part of the material I reviewed.

The Wider Question

The allegations raise a question about conflicts of interest when serving officers hold property linked to firms that deal with government departments. Only the ACB’s findings, and any response from the officer, will settle that.

During the operation, police teams recovered 440 grams of heroin and 400 grams of opium. In addition, 108 intoxicant pills and ₹22,900 in suspected drug money were seized.

In a message shared on social media, Yogi said that the ‘New Uttar Pradesh’ was set to witness significant progress in modern rail transportation and youth skill development.

He announced that Prime Minister Narendra Modi would inaugurate the Vande Bharat Sleeper train service connecting Varanasi, the holy city of Kashi, with the national capital, New Delhi. The service is expected to provide a new boost to rail connectivity between the two important destinations.
