S Jaishankar: Terrorism has been a policy of Pakistan government

Foreign Minister S Jaishankar said that terrorism acknowledged by the Pakistan government as a policy that they justify. He said that this is the reason why it is very difficult for India to normalize relations with Pakistan.

Addressing an online event organized by the Asia Society, Jaishankar said, Well, I am afraid we’re still at the, if not the perennial issues, at least the long-lasting ones, which is terrorism from Pakistan continues.”

“Terrorism from Pakistan remains publicly acknowledged by their government as a policy that they are justifying. So it makes it very hard to conduct normal relations with them,” Jaishankar said.

“So as far as our neighbours are concerned, our point to them is that this is something which is internal to us. Every country after all reserves the right to change its administrative jurisdictions. A country like China has also changed the borders of its provinces and I’m sure a lot of other countries do that.”

“Neighbours get impacted only if your external boundaries change. That has not happened in this case,” he said.

IPL 2020: Zaheer Khan praises Mumbai Indians bowling variety

Mumbai Indians Director of Cricket Zaheer Khan praises Mumbai Indians’ (MI) bowling attack and said that the team had worked on it over the years and stayed with the same combination for betterment.

“The variety in style keeps us going,” said Zaheer during their match against the Kolkata Knight Riders (KKR) at the Sheikh Zayed Stadium here. “Our bowlers can explore different conditions very well which is something we made a conscious effort towards going into the season. Different kind of bowlers add to what we have been trying to achieve together.”

MI’s bowling dismantled Kolkata Knight Riders and reduced them to 148 today. Fast bowlers Trent Boult, Jasprit Bumrah, and Nathan Coulter-Nile have contributed with their single wickets while leg spinner Rahul Chahar was the star of Mumbai bowling attack.

“Undestanding the conditions is very important for a bowling unit — to understand what exactly works on a particular day. We spend a lot of time in understanding and planning. (At the same time) we give the bowlers freedom to go out there and express themselves,” he said.

“We’ve been telling the boys to stay in the zone. They’ve been putting in a lot of preparations. The cricketing rhythm has been good for us as a team collectively. We don’t have to change anything.”

BARC pauses weekly rating of news channels

BROADCAST Audience Research Council (BARC), the industry body that measures Television Rating Points (TRPs), has suspended the publication of weekly individual ratings of news channels for “eight to12 weeks”, days after Mumbai Police began investigating a “racket” of fraudulent manipulation of TRPs.

One of the channels, Republic TV, had gone to the Supreme Court seeking a CBI probe into the allegations raised by the Mumbai police.

The Supreme Court today refused to admit the petition, saying that the channel should approach the Bombay High Court “like any other citizen-facing investigation”.

In a statement, BARC said the period would be used to bring the rating system to global standards and discourage “unlawful inducement of its panel home viewers”. It said it would “review and augment the current standards of measuring and reporting the data of niche genres to improve statistical robustness and significantly hamper potential attempts to infiltrate panel homes”.

The development has been welcomed by the private television news broadcasters — News Broadcasters Association (NBA) which called it an important step which could help to mend its systems and restore the credibility.

News channels have come under the government scanner for noxious reportage and the ministry of information and broadcasting had issued an advisory to all the private news channels directing them to adhere to the programme and advertising codes that may not contain anything obscene, false, defamatory, half-truth and deliberate content.

Sandalwood drug case: Vivek Oberoi’s house raided by Bengaluru Police

After getting a tip from reliable sources, Bengaluru Central Crime Branch(CCB) raided Bollywood actor Vivek Oberoi’s house on Thursday. The CCB was hoping to find Aditya Alva, one of the main accused in the Sandalwood drug case, at Vivek’s residence.

Alva, son of former minister late Jeevaraj Alva and brother-in-law of Vivek Oberoi, has been absconding since September 4 when the police located drug peddlers, suppliers and rave party organisers connected to the sandalwood industry. Along with Alva, prime accused Shivaprakash Chuppi and Sheik Faazil have also been absconding.

Joint Commissioner of Police (Crime) Sandip Patil said: “We have received information that Alva is in Vivek Oberoi’s house, so we wanted to check. We have obtained a court warrant and the CCB team has gone to his house in Mumbai. The search is still going on.”

As of now, over 15 people have been arrested in the Sandalwood drug racket. Kannada film actress Ragini Dwivedi, Sanjjanaa Galrani, rave party organiser Viren Khanna, realtor Rahul Thonse and a few Nigerains are among the people arrested.

WarnerMedia to discontinue its HBO, WB channels in India from December 15

WarnerMedia International has decided to discontinue its movie channels — in India, Bangladesh, Pakistan and Bangladesh from 15 December 2020.

However, it will continue to operate its kids platforms such as Cartoon Network and Pogo.

“After 20 years of successes for the HBO linear movie channel in South Asia and more than a decade with the WB linear movie channel, this was a difficult decision to make. The pay-TV industry landscape and the market dynamics have shifted dramatically, and the Covid-19 pandemic has accelerated the need for further change,” said Siddharth Jain, SVP and Managing Director of WarnerMedia’s entertainment network in South Asia, in a statement.

The company, in its statement, further said that its offices in Mumbai, Bengaluru and India will continue to regulate and will handle kids channels’ sales and operations.

HBO also has a content syndication partnership with Disney Hotstar in India and will continue to provide its services. HBO shows such as “Curb Your Enthusiasm” and “Last Week Tonight with John Oliver.” will be available for streaming.

The closure of channels shows major chunk in televised English entertainment broadcast in India. One of the reasons for this could be easy availability of English content on over-the-top(OTT) platforms such as Netflix, Amazon Prime Video, Disney Hotstar and Hulu.

The growth of OTT platforms have even accelerated amid the covid-19 pandemic. The growth which was expected by 2021-2022 has already been recorded in this period.

“Between March and November 2019, around 30 Mn internet users came online for the first time from rural areas,” a report said.

GST compensation: Centre will borrow 1.1 lakh crore on behalf of states

The Central government on Thursday agreed to borrow Rs 1.1 lakh crore to pay Goods and Service Tax(GST) compensation shortfall for this year. Earlier, the government had asked states to borrow states money in the form of loans.

The Centre has said that the Government of India will now take the required borrowing and pass it on to States as a ‘back-to-back loan’ that will reflect in their own accounts.

The money will be lent to states via a special window by the Centre.

“Under the Special Window, the estimated shortfall of ₹1.1 lakh cr (assuming all States join) will be borrowed by Government of India in appropriate tranches. The amount so borrowed will be passed on to the States as a back-to-back loan in lieu of GST Compensation Cess releases,” the finance ministry said in a statement.

“This will not have any impact on the fiscal deficit of the Government of India (GOI). The amounts will be reflected as the capital receipts of the State Governments and as part of financing of its respective fiscal deficits,” the ministry said, while mentioning that this will avoid the prospect of individual States having to pay differential interest rates.

The move may resolve the long issue of GST compensation between Centre and states which remained elusive despite three meetings of the GST council.

Earlier, this week, addressing the media after 42nd meeting of GST Council, Finance Minister Nirmala Sitharaman had said that the Centre can not borrow on behalf of states.

“There was no consensus arrived on a matter on which differences exist. The GST Council can certainly take a call on cess, collection of cess, extending the period of collecting the cess and so on. That was repeatedly reiterated,” Sitharaman said.

Finance Minister Nirmala Sitharaman, who heads the Council, had said the Centre cannot borrow and pay states for the shortfall as it may result in the rise in borrowing costs for the government and the private sector.

“Centre has issued a borrowing calendar, if I go beyond that to borrow, the G-Sec deals which are used as a benchmark for every other borrowing will go up. This will increase borrowing costs for states & private sector too,” the finance minister also said.

In August, Centre had given two option to states to either borrow money from RBI or take Rs 2.35 lakh crore from the market.

Following a demand by some states, the amount of Rs 97,000 crore was increased to Rs 1.10 lakh crore.

However, states ruled by opposition, demanded for more concrete solution of the issue.

Government to register 250 million migrants through its portal

The Government has proposed a new portal to register migrants and other workers from the unorganised sector, atleast 250 million labourers will be enrolled in next few years. The prime focus of this portal will be to provide a single window for concerns and social welfare to such unprivelliged workers, according to the government official.

The portal will be a key structure in digital system of help provided by the government for the people as it will be linked to various ongoing programmes and services, such as the medical care scheme Ayushman Bharat, or the subsidised ration scheme Garib Kalyan Anna Yojana, and workers will be register directly through their through mobile phones, newly appointed Union labour secretary Apurva Chandra said. Making it and the other services work in streamlined manner in synergy.

“It’s good that the government has accepted our suggestion to register unorganized sector workers. If they have set the initial target to enrol 25 crore workers, it means they would primarily target the construction sector as most unorganised and migrant workers belong to that sector,” the labour panel’s head Bhartruhari Mahtab said.

Chandra also backed the recently enacted labour codes. “There will be a definite increase in fixed-term employment. Many industries had told us that they are keen to employ people during rush seasons or they wanted students in part-time work during their recess. Now, all these avenues will open,” he said.

The government is also planning to introduce a first official survey on migration of Indian workforce, covering both the seasonal and long term migration. To better understand the pattern and aspects of the same and how it affects the entire sector and the workers itself. All data will be collected via various modes and will be streamlined through the portal. It will assist the government to plan and help welfare-seekers.

The plight of migrant workers, desperate to return home in the middle of the lockdown, sparked criticism of the Union government’s handling of the Covid crisis. The labour ministry, lacking any independent headcount of migrant workers, failed to furnish specific data in Parliament on how many workers lost their jobs and how many died while returning home.

The ministry said that 10.4 million migrant workers returned home during lockdown, but experts suggested that this was merely the passenger data from Shramik special trains, and did not take into account workers who tried to return by bus, trucks, and other means. According to news reports, several workers and their family members died while trying to walk back or travel in overloaded trucks.
