Delhi News: The Municipal Corporation of Delhi (MCD) has mandated a hike of up to 53 percent on heavy and light commercial vehicles including vans, dumpers and trucks that enter Delhi. Citing a recent Supreme Court order, the MCD announced that heavy and light commercial vehicles would now be paying higher Environment Compensation Charges (ECC) to disincentivize polluting vehicles from other states from passing via the national capital.

Delhi News-What’s New?

Starting April 19, the Environment Compensation Charges for two-axle trucks and light commercial vehicles has been increased to Rs. 2000 from Rs. 1400 while the charges for vehicles with four or more axles and three-axle trucks has gone up to Rs. 4000 from Rs. 2600.

Every day, about 4000-5000 such vehicles enter the territorial limits of Delhi. Deputy commissioner (toll tax), MCD, remarked that the Supreme Court has passed an order in the case of MC Mehta vs Union of India to increase the ECC rate. The MCD in compliance with the said order is hereby directing Shahkar Global (private agency collecting toll) to comply both in spirit and letter regarding ECC collection with immediate effect at enhanced rates.

The Supreme Court had cleared the hike’s proposal on March 12 as it closed the 1985 MC Mehta case, which has been the longest-running judicial intervention on urban air quality in the world.

What is Environment Compensation Charge?

ECC is a form of fee that gets levied (to mitigate air pollution) on commercial vehicles that enter Delhi. In 2015, the ECC was first imposed by the Supreme Court acting on recommendations to address the highly severe air quality challenges faced by the city and its residents. The charge would help in discouraging polluting vehicles from entering the limits of Delhi. Moreover, it would also help in funding initiatives for enhancing public transport and pedestrian infrastructure.

Vande Bharat: The Ministry of Railways has announced that the first maintenance depot for Vande Bharat sleeper trains would be developed at Bhagat Ki Kothi in Rajasthan.

The facility would fall under North Western Railway (NWR) zone’s administrative jurisdiction and would be developed at an estimated cost of Rs. 360 crore in a phased manner.

The North Western Railway announced that maintenance facilities for the Vande Bharat sleeper trains and other trains would be commissioned at the Bhagat Ki Kothi depot.

NWR also remarked that a modern and specialized facility for the maintenance of Vande Bharat sleeper trains would be designed, constructed and managed via a seamless and strategic collaboration involving Kinet Railway Solutions (Russia), Rail Vikas Nigam Limited (RVNL) and Indian Railways (North Western Railway).

Maintenance Depot At Rajasthan

The Bhagat Ki Kothi depot includes a track of 600 meters for supporting maintenance of 24-coach trains. A covered area of approximately 1200 square metres under phase 1 would be developed. It would characterize a covered inspection bay with 3 pit lines along with a store, an office and a training centre at an approximate cost of Rs. 167 crore. The Phase 1 stage is likely to be covered by June 2026.

On the other hand, phase 2 would likely see the development of a 200 metres covered shed that would feature pit lines equipped with OHE (Overhead Equipment) facilities. Phase two will introduce advanced workshops, training centres and simulator-based learning facilities for railway personnel.

Why Jodhpur-Economic Ripple Effects

The city serves as an important node in the North Western Railway zone and is strategically positioned along major corridors connecting Delhi, Gujarat and western India. The presence of an existing locomotive shed and established railway infrastructure at Bhagat Ki Kothi makes it an ideal base for expansion.

According to an official update shared by Punjab Police on social media, the District Hoshiarpur Police arrested four accused involved in drug trafficking and illegal weapons supply. During the operation, authorities recovered 9.925 kg of heroin, two foreign-made pistols, eight magazines, and 40 live cartridges.
