Hemant Soren Government’s Birsa Awas Nirman Yojana to Provide Durable Housing to ST Families in Jharkhand

The Jharkhand government, under Chief Minister Hemant Soren, is implementing the Birsa Awas Nirman Yojana to support economically weaker families belonging to Scheduled Tribes (ST) with access to durable housing.

The scheme has been launched by the Department of Scheduled Tribe, Scheduled Caste, Minority & Backward Class Welfare, Government of Jharkhand. It focuses on timely construction of houses, regular monitoring and quality management during the construction process.

Financial Assistance to Be Released in Three Instalments

Under the Birsa Awas Nirman Yojana, eligible beneficiaries receive financial assistance for construction of their houses. The assistance is disbursed in three instalments, linked to different stages of construction.

The instalment-based system is intended to support beneficiaries throughout the construction process while allowing authorities to monitor progress and ensure that construction milestones are completed on time.

Incentive for Panchayat Volunteers and SHGs

The scheme also includes an incentive mechanism for those involved in monitoring construction activities at the local level. Panchayat Volunteers or Self-Help Groups (SHGs) overseeing construction milestones are provided an additional ₹500 per housing unit.

This provision is aimed at encouraging local-level participation in monitoring construction progress and supporting better implementation of the housing programme.

Focus on Quality and Timely Construction

The Birsa Awas Nirman Yojana places emphasis not only on providing financial assistance but also on quality management and timely completion of houses.

Through monitoring mechanisms and community-level involvement, the Jharkhand government aims to ensure that the benefits of the housing scheme reach eligible ST beneficiaries and that construction progresses according to the prescribed milestones.

Through an engaging live drama presented during the 10-day Ganpati celebrations, the Mandal explores a question increasingly relevant to young India: Can we raise our voices against what is wrong while also taking responsibility for what comes next?

The skit brings together perspectives from three generations of a family, highlighting that protest has always been an important part of a healthy democracy, but that it must be driven by awareness, responsibility and respect for the nation and fellow citizens. With around half of India’s population under the age of 30, the youth have an important role to play in shaping the country’s future.

In its 51st year, Riddhi Siddhi Mandal continues its tradition of addressing social issues through live skits, having previously covered topics such as mental health awareness, family bonding, political party-hopping, collapsing city infrastructure, support for transgender communities and the importance of verifying fake news.

This year too, the Mandal’s eco-friendly Ganesh murti, crafted using natural components, along with its socially relevant live drama, has been attracting large crowds.

AAP to Launch Door-to-Door Campaign Across Punjab from September 20: Manish Sisodia

Senior Aam Aadmi Party (AAP) and Punjab Prabhari Manish Sisodia on Friday announced a massive statewide door-to-door outreach campaign from September 20, with 2.68 lakh booth committee members set to reach every household and highlight the work of the Bhagwant Mann government. The AAP Punjab Prabhari said CM Bhagwant Singh Mann will personally join the campaign in Dhuri, while AAP will simultaneously launch its membership drive and release its election campaign pamphlet in Ludhiana on September 19, marking the beginning of an intensive grassroots mobilisation across Punjab.

Addressing a press conference along with AAP Punjab President Aman Arora and Punjab Working President Amansher Singh Sherry Kalsi, AAP Punjab Prabhari Manish Sisodia said, “The Bhagwant Mann government has completed four-and-a-half years in office and has fulfilled all the election promises made in 2022. From September 20, 2,68,553 booth committee members will go door-to-door across Punjab and take the government’s work and achievements to the people.”

The AAP Punjab Prabhari said, “Punjab has 25,332 booths and the campaign will be carried out through booth committees across the state. Our booth leaders and party workers will visit households and explain the work done by the Bhagwant Mann government.”

Talking about farmers, education and private schools, Manish Sisodia said, “Farmers have benefited from canal water and daytime electricity supply. Children studying in government schools are getting better facilities and opportunities for a better future. The government has also taken steps to prevent private schools from overcharging parents.”

He said, “Youth, traders and women are also benefiting from the work of the Bhagwant Mann government. Employment opportunities and sports facilities are being provided to young people, while traders are getting an honest government.”

On the AAP government’s guarantees, Manish Sisodia said, “The Bhagwant Mann government has fulfilled its guarantees relating to electricity and water. Every fulfilled guarantee has resulted in an annual benefit of ₹1.82 lakh for an average Punjab family.”

He pointed out, “Previous governments pushed Punjab towards financial distress and allowed the drug problem to spread. These issues will also be highlighted during the door-to-door campaign so that people can understand the difference between the previous governments and the work done by the Bhagwant Mann government.”

Announcing the membership drive, Manish Sisodia said, “Along with the door-to-door campaign, AAP will also launch a large-scale membership campaign across Punjab. Our volunteers will connect with people and take the government’s work directly to them.”

Giving details of the campaign schedule, the AAP Punjab Prabhari said, “The door-to-door campaign will begin on September 20. CM Bhagwant Singh Mann will himself participate in the campaign in Dhuri. The election campaign pamphlet will be released by CM Bhagwant Singh Mann in Ludhiana on September 19.”

AAP Punjab President Aman Arora said, “The Bhagwant Mann government, guided by the vision of Arvind Kejriwal, has delivered benefits to families across Punjab. The government has worked to provide jobs to the youth and protect Punjab’s water resources.”

The AAP Punjab President said, “It is the responsibility of the party and its 2.68 lakh volunteers to take these facts to every household and explain how successive Akali-BJP and Congress governments pushed Punjab towards financial difficulties.”

Aman Arora said, “The Mann Government did its job well and now AAP volunteers will take this work among the people. In 2027, AAP will be re-elected with an even bigger mandate than in 2022.”

Why has the TMC symbol been frozen?

The ECI’s interim order followed competing claims over control of the All India Trinamool Congress from rival factions. The Commission barred both sides from using the original party name and Flowers and Grass symbol for the upcoming bypolls while the dispute is considered under Paragraph 15 of the Election Symbols Order. The Commission said the interim arrangement was intended to place the rival groups on an equal footing and protect their rights and interests until a final decision is reached. Both factions were directed to submit alternative names and symbols for the bypolls.

The dispute moves into the bypoll battle

The development comes ahead of the West Bengal bypolls scheduled for October 6. The freeze means the rival factions will contest the immediate elections without using the original TMC name and symbol, adding a new dimension to the ongoing dispute over control of the party. Bhagwant Mann led the Anti-Gangster Task Force (AGTF) continued their statewide crackdown on gangster networks as part of the ongoing ‘Gangstran Te Vaar’ campaign.

According to Punjab Police, teams carried out 570 targeted raids at identified locations across the state during Day 239 of the campaign. The operation resulted in the arrest of 303 individuals, including 13 proclaimed offenders.

The latest operation focused on locations that had been identified and mapped as part of the police effort to target individuals linked to gangster networks.

Punjab Police said the coordinated raids were carried out across the state with the involvement of the AGTF. During the operation, police also recovered three weapons.

Total Arrests Cross 71,000

With the latest arrests, the total number of arrests made since the launch of the Gangstran Te Vaar campaign has reached 71,257, according to Punjab Police.

The department said the sustained operations are aimed at disrupting and dismantling gangster networks operating in the state.

Punjab Police Appeals for Information

Punjab Police reiterated its commitment to taking action against gangster networks and maintaining public safety across Punjab.

The police have also urged citizens to share information about gangster-related activities. Information can be provided anonymously through the Anti-Gangster Helpline at 93946-93946, according to the department.

UPI Payment: India’s free UPI payments are getting an asterisk. The government says customers won’t feel it.From October 15, a Merchant Discount Rate of 0.4 per cent applies to person-to-merchant UPI transactions above Rs 2,000, capped at Rs 300 on payments of Rs 75,000 or more. Payments under Rs 2,000 stay free. 

Person-to-person transfers, which make up most of UPI‘s volume, remain free at any amount. Small merchants taking up to Rs 1,00,000 a month via UPI QR codes also keep zero MDR. Essential sectors like railways, telecom, and fuel pay a flat Rs 5 per transaction instead.

Who’s Talking To Whom

Finance ministry officials say they are in active talks with payment aggregators to make sure merchants don’t quietly pass the charge on to shoppers. “From Oct 15, we will monitor on a daily basis whether merchants are passing the MDR to consumers,” officials said. Banks have been told to watch for this, and UPI apps are barred from adding hidden fees on top.

Why Merchants Are Unhappy

A LocalCircles survey of over 32,000 respondents found just 17 per cent of merchants were willing to absorb the full 0.4 per cent fee. A separate survey found 53 per cent of users said they’d shift to cards or cash if the cost landed on them instead.

Why The Government Won’t Budge

Officials say there’s “no question of rethinking” the rate. UPI currently runs on Rs 1,500 crore a year in government incentives, covering only a fraction of the estimated Rs 10,000 crore needed to sustain it. Five per cent of MDR collections will fund UPI expansion in rural areas, and RuPay debit cards stay exempt entirely.

The real test comes after October 15. If merchants find ways to pass the fee on despite the monitoring promise, UPI’s free, frictionless reputation could take a hit just as festive shopping picks up.

Delhi News Horror: Another young life lost in Delhi. Another wave of anger over a capital that keeps failing to protect its women and girls. A 16-year-old girl was allegedly sexually assaulted and murdered in outer Delhi’s Swaroop Nagar area, police said. Her body was found in a field near Kushak Road on September 13, in a state that had decomposed significantly by the time it was discovered.

According to investigators, the girl had gone to meet a 17-year-old boy she knew on a Friday night. Police allege he assaulted her, and that after she threatened to report him, he called three friends, who allegedly joined in. At least three of the accused have reportedly confessed to their involvement.

The Investigation

Delhi Police reviewed footage from more than 50 CCTV cameras and traced a vehicle allegedly connected to the crime to Khadda Colony in the Swaroop Nagar area. A 19-year-old man has been arrested, and three minors, aged 16 and 17, have been apprehended. Police have registered a case under the POCSO Act and relevant sections of the Bharatiya Nyaya Sanhita. 

A Girl Who Had Already Left Home

Police said the victim was a school dropout who had been living separately from her family in Swaroop Nagar for several years, reportedly looking for work to support her parents. Her family had not filed a missing persons report, telling police she would sometimes leave home and return after a few days.

Mamata Banerjee: Election Commission of India has put a temporary freeze on the use of the name and ‘Flowers and Grass’ logo of the All India Trinamool Congress party to prevent either of the two rival factions from using the established name and symbol for the forthcoming West Bengal by-elections.

ECI bans the TMC name and symbol

The faction headed by Mamata Banerjee or any other   would be able to contest the upcoming by-elections with the name and symbol that belong to TMC. ECI has made it clear that this is only a temporary measure aimed at keeping both factions on par until further action is taken in respect of the ongoing issue.

New name and symbol for the by-polls

Both the factions have been asked to come up with three names each for an alternate party name and free election symbol. ECI will allocate different party names and symbols from the given list for the by-elections. This will remain in force until the final verdict on the issue is reached.

The Mamata Banerjee faction offers alternatives

While opposing the decision of the ECI, the Mamata Banerjee-led faction has offered its own name and symbol options to the poll panel. The decision has made it possible for the faction to go ahead with the election process despite the pending issue.

Impact of freeze on by-polls

Mamata Banerjee: The decision was taken prior to the West Bengal by-polls scheduled to be held on October 6. In these by-elections, the voters will have to make a choice between two factions that will fight from different names and symbols than that of the TMC. It must be noted that the decision of the ECI is only an interim one and not the final verdict on the ownership of the name and symbol of the TMC.

An emerging sanctions bill in the U.S. has put Russian energy businesses in the spotlight, as buyers of their crude oil and natural gas may face tariffs up to 100%. India and China are examples of such buyers that can be affected by the bill.

Tariffs on Russian oil buyers

According to the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, the U.S. president shall have the authority to introduce tariffs to the states buying Russian crude oil or natural gas. However, it should be mentioned that the act provides for the possibility of introducing only 100% tariffs. It is up to the president’s discretion to do so. The situation is important for India, as Russian crude accounts for 30.3% of India’s crude imports in FY2026 (The Economic Times).

Exception for Uranium

However, there are some exceptions in relation to civilian nuclear cooperation with Russia and the import of low-enriched uranium for reactors. Thus, it should be stated that the bill does not prohibit all transactions connected with nuclear fuel. In general, the difference is connected with the specifics of the U.S. nuclear fuel supply chain. India is monitoring the developments in this field.

A different approach to Russian energy trade

The bill takes a different approach to Russian oil and uranium, placing pressure on oil buyers while allowing certain nuclear-related trade to continue. This reflects the different roles these energy sources play in the US economy.

What does the bill mean?

The legislation puts greater pressure on countries that continue buying Russian oil and gas while leaving specific provisions for some US-Russia nuclear activities. The bill’s next impact will depend on how the U.S. administration uses the powers and exemptions provided under the legislation.
