Charu Sinha becomes the first woman commander of CRPF in Jammu-Kashmir

IPS Charu Sinha becomes the first woman commander to head the Central Reserve Police Force formation in militancy-affected Srinagar of Jammu and Kashmir.

Charu Sinha is a Telangana-cadre officer of the 1996 batch. Earlier, her service as a CRPF inspector general in the Bihar sector was applauded by the force as she had successfully conducted several anti-Naxal operations in the state. 

On Monday, she was appointed as the IG of the Srinagar. 

“When I joined the force, it was difficult in the male-dominated field. Media always wanted to know where I go, whom I meet and so on. It was almost as if I didn’t have a personal life,” she said. “But things gradually changed,” she had told Deccan Chronicle in an interview in 2017.

CRPF’s Srinagar sector consists of three districts of Jammu and Kashmir, Budgam, Ganderbal and Srinagar and the Union Territory of Ladakh. There are 2 ranges, 22 executive units and three women companies in this sector. Apart from this, Srinagar sector also has administrative control over the Group Center – Srinagar.

On 5 August, Article 370, which gave special status to Jammu and Kashmir, ended. The Union Government last year introduced a proposal to remove Article 370 of the Constitution in the Rajya Sabha. Jammu and Kashmir divided into two parts. In this, Jammu Kashmir will be a union territory, while Ladakh will be the second union territory.

Jitna Ram Manjhi joins NDA, entry could help the alliance in the expansion of Dalit voter’s base in the state

Less than a fortnight after he quit the RJD-led Opposition Grand Alliance in Bihar, former chief minister and Hindustani Awam Morcha (Secular) president Jitan Ram Manjhi on Wednesday announced that his party will be part of the NDA as an alliance partner of the JD(U) for the forthcoming Vidhan Sabha elections.

Manjhi said he left the Grand Alliance after his demand to constitute a coordination committee to steer the seat-sharing talks was not met. The former chief minister also said that he will not contest the Assembly polls. He is currently an MLA from Imamganj constituency in Gaya district. 

HAMS spokesperson Danish Rizwan said, “Seats had never been an agenda for us. We are going with the NDA on the agenda of development. We will take ahead the stream of development launched by chief minister Nitish Kumar and Prime Minister Narendra Modi.” 

A section in the JD(U) feels that Manjhi’s entry could help the NDA in the expansion of Dalit voter’s base in the state.

About 40 seats in the 243-member house are reserved for Dalits and they form over 16 per cent of the electorate.

Chirag Paswan, who has frequently targeted Nitish Kumar in the past months, has called a meeting of the LJP next week.

Mr Manjhi has a history of attacking the LJP leadership; the LJP believes that Nitish Kumar brought him in to queer the pitch for the Paswans.

The Election Commission rolling out a stringent timeline for advertising criminal record by candidates

Ahead of Bihar elections, the Election Commission of India is set to tighten the rulebook on the declaration of criminal records by candidates.

ET has understood that the poll panel — in view of the need for greater voter awareness – is set to declare openly detailed guidelines specifying a candidate’s advertising schedule, with clear timelines for declaration of criminal records.

The first public declaration might be slotted between the candidates being selected by the party to the date of the nomination being filed, they said. The second declaration might come after the returning officer accepts the nomination and the last date could be advanced to four days before campaigning ends and model code of conduct (MCC) applies, they added.

As per existing Election Commission guidelines, the candidates have to publish this information thrice — once in a national & twice in a regional newspaper & thrice on TV channels.

According to the poll panel’s notification of Oct 2018, the declarations are done after the last date of withdrawal of nomination & two days before the end of campaigning. Only the candidates, who contest elections, needed to publish the detailed records.





Indian and the US scientists team-up to battle the novel coronavirus

India and US jointly formed 11 teams who will soon start seeking out of the box solution ranging from novel early diagnostic tests, antiviral therapy, drug repurposing, ventilator research, disinfection machines, and sensor-based symptom tracking for COVID-19.

“The teams have been selected to take up these initiatives through a rigorous binational review process of proposals received for an invitation under COVID-19 Ignition Grants in April 2020 issued by the US-India Science and Technology Endowment Fund (USISTEF),” a release from the Ministry of Science and Technology said.

“The joint US-India S&T based entrepreneurial teams will work on initiatives that address the development and implementation of new technologies, tools, and systems to tackle COVID-19 related challenges, including monitoring, diagnosis, health and safety, public outreach, information and communication,” the statement added.

The crux of the drive is that the innovations in Science, Engineering, and Technology will play a significant role in fighting the COVID-19 pandemic.

The solutions to the global challenge can strive in the development of new vaccines, devices, diagnostic tools, and information systems, as well as strategies to help communities and nations manage and deploy resources to battle this pandemic.

India, Australia and Indonesia are about to hold two virtual meetings of their foreign and defence ministers to bolster regional cooperation and maritime security in the Indo-Pacific region.

The meetings will be held against China’s increasingly aggressive provocative actions.

The meetings have been in the works for some time and the video conference of the foreign ministers – S Jaishankar, Marise Payne of Australia and Retno Marsudi of Indonesia. The meeting is expected later this month, and will be followed by the meeting of defence ministers,sources said on condition of anonymity.

“This is a fast moving trilateral with the defence and foreign ministers expected to meet over the next couple of months. All three countries have a shared interest in an open and inclusive Indo-Pacific,” one of the people said.

Officials working have coined the term “minilateral” to describe the coming together of the three countries.

“With the world’s biggest democracy, India, Asia’s oldest democracy, Australia, and the largest Muslim-majority democracy in the form of Indonesia, we think this could be one of the region’s most important minilaterals,” said the person cited above.

UN Security Council rejected Pakistan’s claim- two Indian designated as terrorists

The UN Security Council on rejected Pakistan’s claim to get two Indian nationals designated as terrorists under the 1267 sanctions committee process as Islamabad failed to produce evidence to back up its allegations.

Pakistan had alleged two Indians – Angara Appaji and Gobinda Patnaik – as designated terror operatives under the UNSC’s 1267 Committee for Counterterrorism Sanctions. UNSC led by the US, UK, France, Germany and Belgium decided to block Pakistan’s move after Islamabad failed to produce evidence to back up its allegations.

“Pakistan’s blatant attempt to politicize 1267 special procedure on terrorism by giving it a religious colour, has been thwarted by UN Security Council. We thank all those Council members who have blocked Pakistan’s designs,” TS Tirumurti tweeted.

Previously this year names of two other Indians- Ajoy Mistry and Venu Madhav Dongara – proffered by Pakistan were also blocked.

Pakistant claims India’s role in fomenting terrorism on its soil at various UN bodies in recent months. It even made a false claim that its envoy to the UN had even delivered a statement at a UN Security Council meet on terrorism but this was later proved to be false.

Coronavirus India News LIVE Updates: India’s Covid-19 tally raised to 38 lakh

India’s Covid-19 tally raised to 38 lakh-mark today. As the country recorded the highest single-day spike of over 83,000 new Covid-19 cases.

India saw 83,833 cases in 24 hours, while 1,043 fatalities drove the death toll to over 67,000. Health ministry had said that 54 per cent of the total coronavirus cases in India were reported among people from 18 to 44 years of age while patients in 60 years and above bracket account for 51 per cent deaths. It also said that India’s case fatality rate stands at 1.76 per cent, one of the lowest across the world.

The Union Health Ministry said India’s fatality rate was among the lowest in the world. “While the global average is 110 deaths per million population, India is reporting 48 deaths per million population. The comparative figure for Brazil and the UK is 12 and 13 times higher, respectively,” it said.

 14,000 beds were allocated for COVID-19 in Delhi. Over 70 percent of them are vacant as of now. We sought information from five-six hospitals and got to know that 70-80 percent patients there have come from outside Delhi. Shanghai Cooperation Organisation meet: Rajnath Singh to discuss bilateral defence cooperation with Russia

Union Defence Minister Rajnath Singh has reached Moscow on Wednesday to attend the Shanghai Cooperation Organisation(SCO) meeting here. During his three-days-visit, Singh will hold talks with his Russian counterpart Sergey Shoigu on strengthening the bilateral defence ties.

“Reached Moscow this evening. Looking forward to my bilateral meeting with the Russian Counterpart General Sergey Shoygu tomorrow,” Defence Minister Singh tweeted.

“Raksha Mantri Shri @rajnathsingh reached Moscow on a three day visit to Russia. He was received by Ambassador (D. B. Venkatesh Varma) and Major General Bukhteev Yury Nikolaevich at the airport,” the Indian embassy tweeted. He “will be attending Joint Meeting of Defence Ministers of SCO, CIS and CSTO member states,” it added.

Mr Singh will be staying in Moscow till September 5 where he will be attending he combined meeting of defence ministers of Shanghai Cooperation Organisation (SCO), Collective Security Treaty Organisation (CSTO) and Commonwealth of Independent States (CIS) member States in commemoration of the 75th Anniversary of victory in the World War II, the government said in a statement.

It is his second visit to Moscow since June. Before heading to Moscow, the Defence Minister had mentioned that he will be discussing bilateral cooperation on issues of mutual interest with Russia. “I shall also be meeting Russia’s Defence Minister, General Shoigu to discuss bilateral cooperation and issues of mutual interest. India and Russia are privileged Strategic Partners. Looking forward to further this partnership during my visit,” he said in a tweet.

The Shanghai Cooperation Organisation (SCO) also known as the Shanghai Pact is a Eurasian political, economic and security alliance which comprises eight member states — India, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan.

The SCO meeting comes at a time when two of the notable members – India and China are indulged in a fierce fight over border row.

Microsoft launches tool to detect ‘deepfakes’ ahead of US elections

The technology giant, Microsoft, announced the release of a new tool to detect “deepfakes” which the company said can be used to identify false information ahead of the US election.

The tool, also called Video Authenticator, provides what Microsoft calls “a percentage chance, or confidence score” to identify the content that has been manipulated with artificial intelligence.

“In the case of a video, it can provide this percentage in real-time on each frame as the video plays. It works by detecting the blending boundary of the deepfake and subtle fading or greyscale elements that might not be detectable by the human eye,” the company said in a blog post.

“The fact that [deepfakes are] generated by AI that can continue to learn makes it inevitable that they will beat conventional detection technology. However, in the short run, such as the upcoming U.S. election, advanced detection technologies can be a useful tool to help discerning users identify deepfakes,” it added.

The tool will benefit campaigns and newsrooms, Tom Burt, the company vice president said in a statement. “This will be a long-term effort, but we hope to have an impact in the lead-up to November,” he said.

Deepfakes are created with the help of artificial intelligence to manipulate the content of an image or a video, making it look authentic and real. The tool released by Microsoft will have features to detect altered content “which might not be detectable to the human eye,” including subtle fading and the way boundaries between the fake and real materials blend together in altered footage.

The company said it has made the tool in collaboration with San Fransisco-based AI foundation.

The tool will be made available to media media organisations, political campaigns, and several others.

Specialised units of Indian Army have climbed up the heights

Specialised units of the Indian Army have climbed up the heights, within Indian dominated territory facing the ridgelines of Finger 4 in the Northern Banks of Pangong Tso in Ladakh where the Chinese had built posts following their intrusion in April, ThePrint has learnt.

The move comes after the Indian Army has further bolstered its presence around the Southern Bank area of Pangong lake by deploying additional troops and bringing in more weaponry including tanks and anti tank guided missiles.

“The Indian Army is now dominating all the strategic mountain heights around the Southern Bank of Pangong lake,” said a source.

Sources said Indian soldiers are now face to face with the Chinese who also have a presence at the same ridge line.

The sources also said another round of military talks between the two sides on Wednesday to defuse tensions in the area remained inconclusive. The talks lasted nearly seven hours.

The talks at the Brigade Commander-level on Monday and Tuesday also did not yield any tangible outcome, the sources said.

Trump administration urges US Sates to be ready by November 1 to distribute covid-19 vaccine

As the November elections approach, the federal government in the US is accelerating its fight against the coronavirus pandemic. In a major breakthrough, the US government has urged states to get ready to distribute a potential covid vaccine by November 1, according to a report published in the local newspaper.

The Trump administration has signed a deal with Dallas-based wholesaler McKesson Corp. to set-up the distribution process of the vaccine once it gets approval who will be requesting permission for the same from the concerned authorities.

The Wall Street Journal quoted a letter from Robert Redfield, director of the Centers for Disease Control and Prevention, saying: “CDC urgently requests your assistance in expediting applications for these distribution facilities,” adding, “if necessary, asks that you consider waiving requirements that would prevent these facilities from becoming fully operational by Nov. 1, 2020.”

The CDC has sent three planning documents to some health departments that include estimated timelines for the availability of the vaccine. The documents would be used to develop plans for early vaccination process. According to one document, the vaccine will be made available for the public use as soon as the end of October.

Another document stated that limited Covid-19 vaccine doses may be available by early November and the supply would be increased in 2021.

The precocity portrayed by the Trump administration has raised concern among public health experts over the safety assurance of the vaccine. They believe the “October surprise” – a vaccine approval ahead of the presidential elections is driven by political consideration rather than science.

“Being ready is reasonable. Cutting short phase 3 trials before you get the information you need isn’t,” said Dr. Paul Offit, a Children’s Hospital of Philadelphia immunization expert who sits on the FDA’s vaccine advisory committee.

Several health experts also pointed out the fact that the results of final stage trials are still awaited, adding it is impossible to assure the safety of the vaccine doses before November 1.

Twitter account of PM Modi’s personal website hacked; hacker identifies himself as ‘John Wick’

In the early hours of Thursday, the Twitter account of Prime Minister Narendra Modi’s personal website and mobile app was hacked, the micro-blogging site informed. Twitter said that it has taken “steps to secure the compromised account” and is “actively investigating” the situation.

“We are actively investigating the situation. At this time, we are not aware of additional accounts being impacted,” a Twitter spokesperson said in a statement.

PM Modi’s website that goes by the handle @narednramodi_in has 2.5 million followers and 37,000 tweets since it was created in May 2011.

The account after being hacked reportedly posted tweets, asking its followers to donate to the PM National Relief Fund through cryptocurrency. The said tweets have been taken down now.

“I appeal to you all to donate generously to PM National Relief Fund for Covid-19, Now India begin with crypto currency, Kindly donate eth to 0xae073DB1e5752faFF169B1eded7E8E947f80Be6,” the hacker had tweeted.

After suspicious tweets, when asked by twitterati if the account is hacked, the hacker posted a tweet admitting and identifying himself as John Wick — a fictional character played by Hollywood actor Keanu Reeves.

The incident comes after several accounts of renowned personalities including reality star Kim Kardashian, former US vice-president Joe Biden, former US president Barack Obama among others were hacked in July.

Twitter had then revealed that personal information including DMs of at least 25 people were accessed by the hacker.

Ministry of Science and Technology bans popular Battle Royale game – PUBG Mobile, here are some alternative gaming options for Indian players

In yet another surprising move, the Ministry of Information and Technology has banned as many as 118 Chinese mobile apps in India including the immensely popular Battle Royale game – PUBG Mobile.

However, since life must go on and while you wait and hope that PUBG Mobile and PUBG Mobile Lite get ‘unbanned’ here are seven alternate games that you can play instead. 

According to a recent tweet, the free downloadable game PUBG Mobile saw a staggering 2 million accounts banned during a single week (August 20-27), along with nearly 1.5 million devices.

PUBG Mobile recently announced its 1.0 update, along with a $2 million esports tournament. That update will bring up to a 36% improvement in frame rate and a 76% reduction in lag, according to a press release from Tencent. According to Sensor Tower’s estimates, the game “has doubled its lifetime revenue in just over seven months to more than $3 billion globally.”

Rhea Chakraborty’s brother Showik was connected to drug peddlers: Report

Sushant Singh Rajput’s death case has been the talk of the town for quite some time now with murkier revelations being made everyday. In a major development, the Narcotics Control Bureau(NCB) on Tuesday accessed WhatsApp chat between Sushant’s house manager Samuel Miranda and two drug dealers Basit Parihar and Zaid Vilatra.

The media reports suggested that Samuel had met the peddlers in Mumbai’s Bandra and purchased drugs worth Rs 10,000. Meanwhile, the rumour has that Rhea Chakraborty’s brother Showik was also involved with the drug peddlers and in fact, he was the one who had introduced Samuel to Basit. Thereafter, Basit introduced Samuel to Zaid. As per sources, Samuel would often send his staff to collect drugs from Zaid.

Republic TV, on Wednesday, claimed to have accessed “explosive chats” between Showik Chakraborty and a friend from October 2019. In the chats, Showik reportedly admitted to know drug peddlers – Zaid and Basit.

Meanwhile, NCB has arrested Zaid in connection with the drug trafficking case concerning the death of actor Sushant Singh Rajput.

Meanwhile, the NCB has registered a criminal case against Rhea, Showik and her talent manager Jaya Saha and a Goa based hotelier Gaurav Arya under several sections of the NDPS Act.

According to reports, Rhea and Gaurav had allegedly exchanged messages about supplying of drugs. The accessed chats hinted their possible connection in drug dealing.

Gaurav Arya on the Monday and Tuesday was quizzed by the Enforcement Directorate (ED) in connection with the death of Sushant Singh Rajput.

‘Modi-made disasters’: Rahul Gandhi lists 6 issues that are reeling India

Former Congress president Rahul Gandhi on Wednesday slammed the central government following the record shrunk in GDP amid the coronavirus pandemic. Listing “Modi-made disasters,” the Congress leader also attacked Prime Minister Narendra Modi on issues such as job losses, surge in covid cases and continued Indo-China conflict at the border.

Taking to Twitter, Rahul Gandhi listed 6 relevant issues that the ruling government has failed to tackle and termed them as “Modi-made disasters”.

“India is reeling under Modi-made disasters: Historic GDP reduction -23.9%. Highest Unemployment in 45 years, 12 Crores job loss, Centre not paying States GST dues, Globally highest COVID-19 daily cases and deaths and External aggression at our borders,” the Congress MP said in a tweet.

Earlier, former Finance Minister, Mr Chidambaram, also thrashed the Centre on their fight against the pandemic. “The pandemic is a natural disaster. But you are compounding the pandemic, a natural disaster, with a man-made disaster,” he said.

Niramala Sitharaman, current Union Finance Minister, earlier called the pandemic an “act of God” while mentioning that the country might suffer a contraction.

Moreover, on Monday, the Chinese troops once again launched a provocative action along the south bank of Ladakh’s Pangong Lake.

Meanwhile, the country continues to grapple due to the coronavirus pandemic. On Sunday, India registered over 80,000 cases in a single day, becoming the first and the only country to do so.

On August 31, Rahul Gandhi also alleged that the NDA government has deliberately been attacking the informal sector since last six year while asserting that the aim of demonetisation, wrongly implemented Goods and Services Tax(GST) and unprepared lockdown was to destroy this sector.
