Corona Vaccine update- Russian vaccine to be ready by August 12

The Russian candidate vaccine for novel Coronavirus is back in limelight. According to report by Bloomberg, Russia was planning to ‘register’ its novel Coronavirus vaccine by August 10-12.

The vaccine, developed by Moscow’s Gamaleya Research Institute of Epidemiology and Microbiology, was likely to be approved for public use “within three to seven days of registration by regulators”, said the report.

The Russian Defence Ministry clarified that tests of the vaccine against coronavirus are being conducted in full compliance with methodological regulations, with no attempts to reduce the duration of the research.

“The Russian Defence Ministry tests the vaccine on volunteers in full compliance with the acting legislation and scientific methodological regulations, in order to prevent further risks, without any attempt to reduce the duration of the research”, the ministry said in a statement, as reported by Sputnik.

“The key requirements for a vaccine are its proven effectiveness and safety so everything needs to be done very carefully and accurately,” Putin said at the end of the meeting. “Our confidence in the vaccine must be absolute.”

Government licenses TV imports to support local production


In a move aimed at promoting Atmanirbhar Bharat, the government on Thursday decided to license the import of fully-built televisions sets by putting them on the “restricted” list.


Now by this move, it will difficult for shipments worth Rs 7,000 crore coming in from China, Vietnam, Malaysia and other countries to enter India and initially benefit contract manufacturers. It is believed to result in backward integration with investment in better assembly lines and component production. Now the curbs are unlikely to impact prices, company executives told TOI.

“The procedure for grant of licence will be separately issued by the Directorate General of Foreign Trade (DGFT),” an official notification said.


“This is a welcome measure, and aggressively encourage more local assembly and manufacturing,” Sunil Vachani, chairman of local contract manufacturer Dixon Technologies, told TOI. The homegrown Dixon makes TVs for companies such as Samsung and Xiaomi at its local factories.


Avneet Singh Marwah the CEO of homegrown Super Plastronics that is the brand licensee for Thomson and Kodak range of TVs, said more needs to be done to make India a fully self-reliant manufacturer, to promote Make in India. “This is a much-required measure. However, if you need real value addition, we need to have more conducive policy towards component manufacturing and display panels.”

UGC presses for final exams by September-end In SC

UGC: Refusing to accede on the deadline for conducting the final year examinations till September 30, University Grants Commission (UGC) on Thursday told the Supreme Court that the decision was taken “after due deliberation by taking into account and balancing all relevant factors”.

An affidavit filed in the court, the UGC said its circular was issued to “protect the academic future of students” while keeping in mind their “health and safety”.


Meanwhile the UGC said, “The nature of examinations conducted by the CBSE, the ICSE or the ICAI…are very different from those that are the subject matter of the UGC guidelines. In the present case, the UGC is concerned with final year/terminal semester examinations which will have a lasting and indelible effect on the academic credibility, career opportunities and future progress of the students.”


Also the UGC on Thursday filed before the SC stating that the purpose of helding final year examinations by September 30 is to ensure students’ studies do not get slowdown next year.

Now the apex court will hear the matter on Friday.

Solicitor General Tushar Mehta, appearing for the UGC, said “let nobody be under the impression that final exams will be stayed because Supreme Court is hearing the case. Students should continue to prepare for their exams”.

The submission was made during a hearing before a Bench led by Justice A.M. Khanwilkar.

Isro will allow private sector to set up own launchpad at Sriharikota

As the process of “unlocking” the starts in space sector, Indian space research organisation (ISRO), now will allow the “private sector to set up their own launchpad at the Sriharikota launch centre” .

ISRO chairman K Sivan said, “The space agency has started the process of involving the private sector in space activities.We will allow the private entities to set up their own launch facility at Sriharikota that they can use for launching their spacecraft or rocket. We won’t charge anything for such launches. Instead, we will provide them all the expertise they need from us for setting up such facilities”, he said talking to TOI. Presently ISRO has two launchpads and two rocket assembly buildings at Sriharikota.


Sivan said that ISRO is also ready to share its expertise for free with the private sector in areas where monetary support is not involved like providing technical support.

”The Department of space is in the process of setting up Indian National Space Promotion and Authorisation Centre (IN-SPACe) (which is being set up to promote, hand-hold, monitor and supervise space activities by the private sector). But we don’t want the industry to wait till it is set up. If private entities are interested, they can apply for it (using Isro’s space assets) now itself. Though most centres of Isro are either closed or working with skeletal staff because of COVID-related restrictions in different states, we want to start at least the consultation process of involving the private sector in space activities based on their requirement. At least, we can get to know about their requirement,” Sivan told TOI.

Punjab government to provide plasma free of cost to coronavirus patient: CM Amarinder Singh

The coronavirus outbreak continues to rise India. With almost every state of the country affected, it has come to state governments to put best of their efforts to curb the virus as well as provide the adequate medical facilities to those infected with it.

In a major development, Punjab Chief Minister, Amarinder Singh, on Thursday said that plasma will be provided free of cost by the state government to all those who would need it for the treatment.

The Chief Minister has directed the Health Department strictly that no covid patients shall be charged for plasma therapy in the state, moreover, nobody is allowed to buy or sell plasma, an official order said.

Earlier, on Sunday, the Department of Medical Education and Research had first announced that government would provide plasma to private hospitals from its plasma bank at a cost of ₹20,000 per unit.

State Health Advisor has now defended the move by saying that it was a cross subsidy and the money collected from private hospitals could be used in helping poor patients.

The Chief Minister has also urged recovered patients to come forward and donate plasma to save live of other patients. He has requested DCs and Health Department officials to motivate such patients to donate plasma. 

Currently, there are around 10,000 recovered Covid patients in the state.

Expressing concern over the spike in the number of cases everyday in the state, the CM also asked Health Minister Balbir Singh Sidhu to send a feasible strategy for earmarking 10 beds in all district hospitals for treatment and care of mild and minor cases of infections.

He said that the primary goal is to save each and every live in Punjab.

Meanwhile, Chief Secretary Vini Mahajan has proposed that all the field officers, including DCs and SSPs, should remain at their headquarter towns even at night for the next two months, as this is the most crucial stage of the outbreak in the state.

India: Will gyms in Delhi open from August 5?


India is about to enter the Unlock 3 phase of the coronavirus pandemic which have more relaxations in the lockdown norms. In the upcoming Unlock 3, in the month of August, the Central government has given a green light to gyms and yoga centres to resume however schools, metros and cinema halls are still meant to remain shut.

After the Central government’s permission, now it is up to the state governments whether they want to allow these relaxations or not.

In Delhi, Arvind Kejriwal-led AAP government has given a nod to hotels, hospitality services, street hawkers to operate.

Although weekly markets in Delhi will resume for a week, but only for a trial basis, after which the Delhi government will assess the situation.

Meanwhile strict social distancing norms still have to be adhered to at these place, the Delhi govt has said.

However, about opening of gymnasiums and yoga centres, the Delhi government does not share the same norms as the Centre.

As per reports, team Kejriwal is yet to decide on whether to allow gyms to open in Delhi or not.


”The chief minister has said that a decision on this will be taken in a week’s time after consulting with all stakeholders,” Hindustan Times quoted a government official as saying.

“These decisions are in continuation of several important decisions taken by CM Arvind Kejriwal in the past few days to ensure Delhi’s economy, which was impacted severely by the lockdown, gets back on track,” said a statement issued by the office of chief minister Arvind Kejriwal on Thursday.

The statement further added, “Since hotels of Delhi are no longer linked to hospitals, Delhi government has also decided to allow normal functioning of hotels and hospitality services, as already permitted under Centre’s unlock guidelines.”

Now, a fresh applicant, and those wanting to renew their licences, has to plant 10 saplings and show selfies as proof to the authorities concerned. Applicant not having space to plant the saplings at home, can plant it at any public places like schools, Temple or hospitals.

The initiative hailed as Trees for Guna is an attempt to revive the depleting groundwater levels in Punjab and to raise awareness among people living in the state. 

Divisional Commissioner Chander Gaind said that one would have to submit a selfie with each planted sapling at the time of filing for an application. After a period of one month, before marking the application for police clearance and dope test, the applicant would have to furnish the fresh status of the planted trees by submitting new selfies with the grown trees.

Member of Parliament Preneet Kaur initiated the scheme via video call. While admiring the idea, she requested to other districts to follow this initiative in the wake of depleting ecological and environmental balance.

Ankita Lokhande says Sushant Singh Rajput ‘was not depressed’


Sushant Singh Rajput’s ex-girlfriend Ankita Lokhande has claimed that Sushant was not “depressed.” In an interview with Republic TV, Ankita said that “Sushant was not the kind of a guy who would be depressed.”


Ankita also revealed that Sushant maintained a diary where he wrote about his five-year plan.

She wants that people remember Sushant as a hero and not as a depressed guy.


She also stressed the fact that he was a simple person, he was not a depressed guy and it would be wrong to use words like ‘bipolar and depression’ for him.


Ankita finally opens up about Sushant after his sudden demise, Sushant Singh Rajput passed away on June 14 under mysterious circumstances at his Mumbai residence.

Ankita and Sushant dated for six years. They broke up in 2016. Ankita said that she hadn’t been in touch with him since they broke up, but was in touch with his family.

“I really have a very good bond with all of the sisters, and daddy,” Ankita told Republic TV.

She said that Sushant’s sister, Rani, told her that she’d gone to meet Sushant in November 2019, and Sushant was ready to meet, but something happend and he denied of meeting, even without giving a reason.

“She said ‘I felt some kind of pressure on him’,” Ankita said.

“Because Sushant never used to go against Rani di. After his mother, Rani di was the only one whom everybody listened to. I was shocked to know this, because in the entire time that we were together, it hadn’t happened even once that Sushant went against Rani di.”

Ankita said that Sushant’s sister told her, “I am losing my brother, I am losing my brother.”She furthur adds that she told Rani to have faith in God, and all would be well.

“Rani di was worried if there is anyone who is influencing him, because Sushant was not somebody who would listen to anybody,” Ankita said.

Ankita was not sure that when Rhea entered Sushant’s life, but said that Rhea and him were together for about a year, and it was during this time that ‘Sushant was not with his family’.

Ankita added, “Sushant was never the kind of person who would commit suicide over money issues… People do spend money on each other in relationships… If he spent 15 crores on the alleged companies formed by him and Rhea.. this is something we all want to know more of.”

Herd immunity not a ‘strategic choice’ for India: Health Ministry

India cannot rely on herd immunity to stop the spread of coronavirus pandemic considering its demography and scale, the Health Ministry said on Thursday. It also added that the country will have to count solely on the vaccine to combat the disease.

“In a country the size of (and with) a population like India, herd immunity can’t be a strategic choice or option,” the health ministry official said.

“Herd immunity is an indirect protection from a disease. This saves a population from a disease. But it develops when a vaccine is developed or when a population has already suffered and recovered from it. Herd immunity in India is not an option. It can only happen after a vaccine has been developed,” Rajesh Bhushan, the officer on special duty, health ministry, during a press briefing on Thursday.

He also hinted that the country is looking at a multilateral, WHO-led mechanism to secure coronavirus vaccines and India is yet to contact any of the candidates that are leading the development race.

“Government has not signed an agreement with any vaccine manufacturing company. There are multiple stakeholders within and outside government and ministry of health has started actively engaging with such stakeholders. It’s too premature to comment on supply and distribution of vaccine at this stage but whenever it comes it has to be deployed on a much larger scale than the existing vaccines,” said Bhushan.

Herd immunity occurs when a large portion of a community becomes immune to a disease, stopping the spread of disease from person to person. Due to which the whole community becomes protected — not just those who are immune.

Herd Immunity can only be observed when there is a large enough population that is immune to it – a threshold known as herd.

Out of more than hundred vaccines being developed around the world, 25 vaccines have entered clinical human trial phases — including two from India. Among all the candidates, China, US and UK are leading as they have initiated stages of experiments among people.

India’s indigenous vaccine ‘covaxin’ developed by Bharat Biotech along Indian Medical Research(ICMR) and National Institute of Virology.

India have recorded more than 1.5 million coronavirus cases and continues to have fastest growth in infection rate. However, time and again, health ministry have cited that recovery rate in India is much higher than any other country affected by the virus.

Meanwhile, casualties on Friday crossed 35,000 mark, making India fifth highest country in death toll.

Jammu and Kashmir Congress leader Saifuddin Soz says he’s under ‘unlawful house arrest’

Congress politician Saifuddin Soz on Thursday said that he has been house arrested in an unlawful manner since 5 August, when the Centre scrapped Article 370 and revoked the special status of Jammu and Kashmir. He also added that the UT government has lied in the Supreme Court by saying he was not under detention.

A day after Supreme Court disposed of a petition by Saifuddin Soz’s wife over his “illegal detention”, wherein the government said that he was under no restrictions, the 83-year-old was stopped by the police as he tried to move out of his house in Srinagar. The veteran leader then talked from behind a wall, mounted by a wire around his residence.

Earlier, in the Supreme Court, the solicitor general revealed that Soz had traveled to Delhi. He also shared that Soz has continuosly been visiting relatives and others. The intention was to prove that the Congress leader hasn’t been under detention. If he were, he would not have been allowed to meet anyone or travel.

“What the Supreme Court was told is a blatant lie,” Soz said.

In an conversation with Indian Express, he was quoted as saying, “This (UT) government and the Central government took a position before the Supreme Court that I am a free man. I am not a free man. I have been under detention since August 5, 2019. If I am not under detention, why am I being stopped? I tried to move out twice yesterday and twice today.”

“It is for the Supreme Court to investigate why lies were put forth in the courtroom. It is also shameful that instead of grilling the government, a section of the press, whose interests are promoted by the Central government, said that my wife was lying.”

He also mentioned that he was prohibited from traveling.

Meanwhile, J&K police has said that following the ongoing coronavirus pandemic, he was asked to approach the UT administration for travel permission. They further said that he has been wanting to travel to Delhi with his wife due to medical reasons but on security grounds, the local police will have to evaluate the request.

The Jammu and Kashmir National Congress has criticized the police action against Soz when they tried to step him out of his house following the government’s statement before the Supreme Court citing he has not been under house arrest.

20 years on, Jaya Jaitly, retired General get 4 years jail for graft

A Delhi court sentenced former Samata Party president Jaya Jaitley and two others to four years imprisonment in a corruption case in the 2000–01 alleged defense deal.

The matter caught fire after the sting ‘Operation West End’ by news portal ‘Tehelka’. However, the Delhi High Court on Thursday stayed the four-year imprisonment awarded to former Samata Party president Jaya Jaitley in a corruption case related to the alleged defense deal.

The court, in an in-camera proceeding, also imposed a fine of Rs 1 lakh each on all three convicts and had directed them to surrender before it by 5 pm on yesterday.

In the sting operation, Ms. Jaitly was shown to have accepted ₹2 lakh from Mathew Samuel, who represented a non-existing firm named Westend International. The retired Major General received ₹20,000.

Justice Suresh Kumar Kait also sought the Central Bureau of Investigation (CBI) response on Jaitly’s appeal challenging her conviction and sentence, advocate Abhijat said.

Special CBI judge Virender Bhat said the convicts had acted for “petty gains” and sought to assist an unknown, fictitious firm while awarding punishment on Thursday.

Jaya’s lawyer said the Delhi High Court stayed the sentence. Jaitley’s side in the court was represented by senior advocates Mukul Rohatgi and PP Malhotra. He challenged the lower court’s July 21 order ordering Jaya Jaitley and his two aides to surrender by 5 pm on Thursday.

The news came five days after President Jair Bolsonaro said he was over his illness and had resumed his normal work routine.

Three of his close aides are now quarantined at home after testing positive, including Citizenship Minister Onyx Lorenzoni, Education Minister Milton Ribeiro and now Pontes.

Jair Bolsonaro 57-year-old is now in isolation. The presidency’s press office said in a statement later that Michelle Bolsonaro, 38, also tested positive.

Donald Trump suggests delay in US presidential elections, Republicans disapprove

US President Donald Trump has suggested November’s presidential elections postponed, saying postal voting could lead to less accurate results. Trump added that voting should be postponed until an environment that allows “properly, securely and safely” voting is achieved.

Top Republicans including Senate Majority Leader Mitch McConnell and House Minority Leader Kevin McCarthy both dismissed the idea.

Trump does not have the authority to postpone the election, as the delay can only be approved by Congress. The president does not have direct power over the two houses of Congress.

“Delay the Election until people can properly, securely and safely vote???” the US President had tweeted on Thursday.

However, Secretary of State Mike Pompeo refused to consider Trump’s suggestion. When questioned by reporters on whether a president could delay an election, he said he would not “enter a legal judgement on the fly”.

“Never in the history of the country, through wars, depressions and the Civil War, have we ever not had a federally scheduled election on time,” he said in a TV interview.

However, in an evening conference, Trump has now refused that he backed the delay. “I don’t want a delay. I want to have the election,” he said.

“But I also don’t want to have to wait for three months and then find out that the ballots are all missing and the election doesn’t mean anything,” he added.

Trump, meanwhile, has always disapproved of mail-in voting, which he said would be inaccurate and susceptible to fraud

Taking to Twitter, he wrote, “universal mail-in voting” would make November’s vote the “most inaccurate and fraudulent election in history” and a “great embarrassment to the USA”.

Deadline for filing Income Tax Return 2018-19 extended to September 30

The Central Board of Direct Taxes (CBDT) extended income tax returns dates for 2018-2019 till September 30 due to the COVID-19 pandemic. 

This is the third time the central government extends the dates for filing the income tax dues for FY 2018-19 (AY 2019-20).

The due date was first extended from March 31 to June 30 and then till July 31 amid COVID-19 and now the third extension till September 30 helped the taxpayers a lot.

The Central Board of Direct Taxes (CBDT) tweeted on Thursday about this extension.

“In view of constraints due to the COVID-19 pandemic and to further ease compliance for taxpayers, CBDT extends the due date for filing of Income Tax Return for FY 2018-19(AY 2019-20) from 31st July 2020 to 30th September 2020, vide Notification in S.O. 2512(E) dt 29th July 2020,” Central Board of Direct Taxes tweeted.

Therefore, the return of income for FY 2018-19, which was due by July 31, can now be filed by September 30.
